Samimiyetle, yapt\u0131\u011f\u0131n\u0131z i\u015fin faydas\u0131na inan\u0131r, hakikaten ufak da olsa bir grup insan\u0131n hayat\u0131nda fark yarat\u0131rs\u0131n\u0131z. Elbette bir b\u00fct\u00e7eye ihtiyac\u0131n\u0131z vard\u0131r ve g\u00f6n\u00fcll\u00fcl\u00fck temelinde bu tarz faaliyetlerin yap\u0131lmas\u0131 hi\u00e7 kolay de\u011fildir. Ortak ilkelerle biraraya gelip \u00f6rg\u00fctlenmek, toplumsal duyarl\u0131l\u0131k geli\u015ftirmek ve halk\u0131 bilin\u00e7lendirip g\u00fcven kazanarak maddi kaynak yaratmak, ayn\u0131 zamanda da bu gibi i\u015flerin kal\u0131c\u0131 bir devlet politikas\u0131 olmas\u0131 i\u00e7in m\u00fccadele etmek, sebat isteyen me\u015fakatli bir yoldur. Oysa fon almaya muktedir bir proje koordinat\u00f6r\u00fcn\u00fcn liderli\u011finde \u00e7al\u0131\u015fan bir ekip, AB, UNOPS, USAID, UNDP gibi kurulu\u015flardan veya Soros gibi vak\u0131flardan maddi kaynak alabilir ve sayd\u0131\u011f\u0131m\u0131z iyi i\u015fleri topluma kazand\u0131rabilir. B\u00f6ylece, e\u011fitimli gen\u00e7lerin niteliklerine uygun i\u015f bulmakta zorland\u0131\u011f\u0131 \u00fclkemizde, hem para kazanaca\u011f\u0131n\u0131z kariyer f\u0131rsatlar\u0131 elde edersiniz hem de d\u00fcnyayla ba\u011flant\u0131da olur, kalifiye yabanc\u0131larla temas kurar, zaman zaman yurt d\u0131\u015f\u0131na gidersiniz. Zaten sizden y\u0131llar \u00f6nce, vicdanl\u0131 solcular benzer yollar izlemi\u015f, m\u00fchim yerlere gelmi\u015ftir ve sizin \u00f6n\u00fcn\u00fczde buldu\u011funuz se\u00e7enek hatta ufkunuz bununla s\u0131n\u0131rl\u0131d\u0131r. \u00dclkemizde (ve neoliberal d\u00f6nemde d\u00fcnyan\u0131n pek \u00e7ok yerinde) olan tam da budur.<\/p>\n\n\n\n<p><strong>Peki ama neden?<\/strong><\/p>\n\n\n\n<p><em>1980&#8217;lerin ba\u015flar\u0131nda neoliberal y\u00f6netici s\u0131n\u0131flar\u0131n daha zeki baz\u0131 unsurlar\u0131, uygulad\u0131klar\u0131 politikalar\u0131n toplumda ho\u015fnutsuzlu\u011fa yol a\u00e7t\u0131\u011f\u0131n\u0131 ve b\u00fcy\u00fck \u00e7apl\u0131 toplumsal ho\u015fnutsuzluklar\u0131n yolda oldu\u011funun fark\u0131na vard\u0131lar. Neoliberal politikac\u0131lar &#8220;alttan&#8221; paralel bir politika izleyerek &#8220;devlet\u00e7ilik kar\u015f\u0131t\u0131&#8221; ve sorunlu gruplar\u0131 yumu\u015fat\u0131p &#8220;sosyal bir rahatlama&#8221; yaratacak \u00f6rg\u00fctleri finanse etmeye ba\u015flad\u0131. Bu \u00f6rg\u00fctler mali olarak do\u011frudan neoliberal kaynaklara ba\u011fl\u0131yd\u0131lar ve yerel d\u00fczeyde sosyo-politik hareketlerle do\u011frudan rekabet halindeydiler. 1990&#8217;larda &#8220;h\u00fck\u00fcmet d\u0131\u015f\u0131&#8221; olarak tan\u0131mlanan bu gruplar\u0131n say\u0131s\u0131 binlerle ifade ediliyordu ve ald\u0131klar\u0131 ba\u011f\u0131\u015flar d\u00fcnya \u00e7ap\u0131nda y\u0131lda 4 milyon dolara ula\u015fm\u0131\u015ft\u0131. (<a href=\"https:\/\/www.haksozhaber.net\/okul\/emperyalizm-ve-hukumet-disi-orgutler-1958yy.htm\" target=\"_blank\" rel=\"noreferrer noopener\">Emperyalizm ve H\u00fck\u00fcmet D\u0131\u015f\u0131 \u00d6rg\u00fctler &#8211; James Petras<\/a>)<\/em><\/p>\n\n\n\n<p>Sovyetler Birli\u011fi y\u0131k\u0131l\u0131p kapitalizm fabrika ayarlar\u0131na d\u00f6nd\u00fc\u011f\u00fcnde, sosyal devlet ve insanca ya\u015famak ad\u0131na kazan\u0131lm\u0131\u015f haklar, sermaye lehine, h\u0131zla tasfiye edilmeye ba\u015fland\u0131. Bunun g\u00fcndelik hayat\u0131m\u0131zdaki yans\u0131mas\u0131 e\u011fitimin, sa\u011fl\u0131\u011f\u0131n, ula\u015f\u0131m\u0131n, bar\u0131nman\u0131n, kamusal \u00e7ocuk veya ya\u015fl\u0131 bak\u0131m\u0131n\u0131n hatta bir deniz k\u0131y\u0131s\u0131nda veya a\u011fa\u00e7 g\u00f6lgesinde oturup piknik yapman\u0131n gayet do\u011fal bir hak olmaktan \u00e7\u0131k\u0131p piyasa ili\u015fkilerine dahil edilmesidir. \u00d6te yandan, sistemin kendi suretinde (toplulu\u011fa kar\u015f\u0131 sorumluluk duygusu ta\u015f\u0131mayan, bencil, bireyci) bir insan modeli yaratma \u00e7abas\u0131na vicdanl\u0131 solcular\u0131 da dahil etmek, ekme\u011fine ya\u011f s\u00fcrerdi. Ancak bu pek kolay de\u011fildi. \u00c7\u00fcnk\u00fc insan toplumlar\u0131n\u0131n dayan\u0131\u015fmac\u0131 do\u011fas\u0131ndan ve tarihsel s\u0131n\u0131f bilincinden s\u00fcregelen bir damar vard\u0131 ki, \u00f6rg\u00fctlenme ve sermaye d\u00fczeninin aya\u011f\u0131na dolanma potansiyeli ta\u015f\u0131yordu. O halde neolberalizim can\u0131m\u0131za okurken, can\u0131 yananlara duyarl\u0131 olan kesimleri \u00e7akt\u0131rmadan ehlile\u015ftirmek en idealiydi. \u0130\u015fte bu sebeple &#8220;demokratik kitle \u00f6rg\u00fctleri&#8221; out, &#8220;sivil toplum \u00f6rg\u00fctleri&#8221; in olmal\u0131yd\u0131. Bu sadece basit bir isim de\u011fi\u015fikli\u011fi de\u011fildi. G\u00fcc\u00fcn\u00fc halktan alan ve hedefinde halk\u0131n haklar\u0131n\u0131 gerileten kararlar\u0131 veren devlet (daha do\u011frusu devlete egemen olan s\u0131n\u0131f) olan kitle \u00f6rg\u00fctleri, &#8220;y\u00f6neti\u015fim&#8221;, &#8220;payda\u015flar&#8221;, &#8220;uzla\u015f\u0131&#8221; gibi cicili bicili kavramlarla hareket eden bir &#8220;team&#8221;e d\u00f6n\u00fc\u015ft\u00fcr\u00fcld\u00fc. James Petras&#8217;\u0131n deyi\u015fiyle ST\u00d6&#8217;ler, neoliberalizmin &#8220;cemaat y\u00fcz\u00fc&#8221; haline geldiler. Eski solcular i\u00e7in s\u0131n\u0131f politikalar\u0131ndan cemaate, Marksizim&#8217;den ST\u00d6&#8217;lere ge\u00e7i\u015fte devlet(\u00e7ilik) kar\u015f\u0131tl\u0131\u011f\u0131 ideolojik biletti. Ne de olsa devlet, \u00f6zg\u00fcrl\u00fckleri k\u0131s\u0131tlayan, hantal, b\u00fcrokratik ve yozla\u015fm\u0131\u015f bir yap\u0131yd\u0131, her \u015feyi de devletten beklememek, hatta istememek gerekirdi!<\/p>\n\n\n\n<p><strong>Bizdeki tezah\u00fcr\u00fc<\/strong><\/p>\n\n\n\n<p>90&#8217;l\u0131 y\u0131llarda \u00fclkemizde d\u00fcnyaya a\u00e7\u0131lmak arzusunda olan solcular aras\u0131nda pop\u00fcler olan Conflict Resolution gruplar\u0131 arac\u0131l\u0131\u011f\u0131yla ba\u015flayan d\u0131\u015f kaynaklardan fonlanma s\u00fcre\u00e7leri, fon merkezlerinin, &#8220;bar\u0131\u015f&#8221; i\u00e7in iki toplumlu projelerin yap\u0131lmas\u0131na m\u00fcsait iklimi tespit etmesiyle neredeyse t\u00fcm sola p\u0131trak gibi yay\u0131ld\u0131. Zamanla, sadece bar\u0131\u015f konusu ile s\u0131n\u0131rl\u0131 kalmay\u0131p, toplumsal cinsiyet \u00e7al\u0131\u015fmalar\u0131ndan ekolojiye, LGBT\u0130 konusundan folklorik ara\u015ft\u0131rmalara kadar her alana bula\u015ft\u0131. 2000&#8217;li y\u0131llara gelindi\u011finde, yeni nesil foncu gen\u00e7ler hadiseye daha profesyonel bir i\u015f olarak bak\u0131yordu. Bu ku\u015fak, i\u00e7inden \u00e7\u0131kt\u0131\u011f\u0131 halkla olan politik ili\u015fkileri veya devletin ne gibi haklar sunmas\u0131 gerekti\u011fini de\u011fil, bir yandan topluma faydal\u0131 i\u015fler y\u00fcr\u00fct\u00fcrken \u00f6te yandan yapaca\u011f\u0131 projeler ve alaca\u011f\u0131 paralarla kariyerini ve hayat\u0131n\u0131 idame ettirmeyi daha \u00e7ok \u00f6nemsiyordu.<\/p>\n\n\n\n<p><strong>Ne zarar\u0131 var ki?<\/strong><\/p>\n\n\n\n<p>Sol liberalizmin aya\u011f\u0131n\u0131 bast\u0131\u011f\u0131 zemin olan fonculuk ve sivil toplumculuk, vicdanl\u0131 solcularla birlikte halk\u0131 da dilencile\u015ftirir. Esas kayna\u011f\u0131 \u015feffaf olmayan, egemenlerin ihsan ettikleri paralar, STK&#8217;c\u0131l\u0131kta profesyonelle\u015fmi\u015f iyi niyetli ki\u015filerce yararl\u0131 ama\u00e7lar i\u00e7in kullan\u0131l\u0131rken, halk, haklar\u0131 i\u00e7in devleti politik olarak zorlamay\u0131 veya sorunlar\u0131n \u00e7\u00f6z\u00fcm\u00fcnde bask\u0131 yaratmay\u0131 de\u011fil, para veya yard\u0131m beklemeyi \u00f6\u011frenir. B\u00f6ylece sosyal devletin tasfiyesi, haklar\u0131m\u0131z\u0131n geriletilmesi minimum tepkiyle hallediliverilir.<\/p>\n\n\n\n<p>Halk\u0131n maddi s\u0131k\u0131nt\u0131lar\u0131n\u0131 birebir ya\u015famayan, halk taraf\u0131ndan finanse edilip halk taraf\u0131ndan denetlenmeyen STK&#8217;lar, i\u00e7inde ya\u015fad\u0131\u011f\u0131 toplumdan uzakla\u015farak fon veren yerlerden beslendi\u011fi i\u00e7in, fark\u0131nda olmadan, kendi toplumunun de\u011fil fon merkezlerinin \u00f6nceliklerini benimser. Kendilerine dayatma yap\u0131lmasa dahi, i\u015flerini ve ya\u015famlar\u0131n\u0131 s\u00fcrd\u00fcrmek ad\u0131na otokontrol mekanizmalar\u0131 devreye girer. Bu durumda da egemenlerin kendi ajandalar\u0131nca k\u00fclt\u00fcrel yap\u0131da yapmak istedi\u011fi de\u011fi\u015fiklikler, sola enjekte etmek istedi\u011fi kavramlar ve bak\u0131\u015f a\u00e7\u0131lar\u0131, toplumsal ili\u015fkilere ve hatta kurumsal yap\u0131lara yerle\u015fir. S\u0131n\u0131f m\u00fccadelesi tarihi boyunca dam\u0131t\u0131larak olu\u015fan kavram setleri buharla\u015ft\u0131r\u0131l\u0131r ve postmodern kavram setleri ile d\u00fcnyay\u0131 alg\u0131lamaya ba\u015flars\u0131n\u0131z.<\/p>\n\n\n\n<p>Belki de en \u00f6nemlisi \u015fudur: Duyarl\u0131l\u0131\u011f\u0131, vicdan\u0131 ve halk\u0131 i\u00e7in bir \u015feyler yapma tutkusu ile aktif bir devrimciye d\u00f6n\u00fc\u015febilecek insanlar, emperyalizmin ayak i\u015flerini g\u00f6ren foncu aktivistler haline gelir.
