Beraber hareket etme noktas\u0131nda birle\u015femeyen kitleler ortak hedeflere y\u00f6nelemezler. Zaten insanl\u0131k tarihi denilen \u015fey insan\u0131n ge\u00e7mi\u015ften bug\u00fcne ya\u015fam\u0131n her alan\u0131nda yaratt\u0131\u011f\u0131 \u00f6rg\u00fctl\u00fcl\u00fck ve buna ba\u011fl\u0131 olarak yaratt\u0131\u011f\u0131 ilerlemelerdir. Kapitalizm \u00f6ncesi d\u00f6nemlerde biz olma duygusu, yerel d\u00fczeyde din, dil, k\u00fclt\u00fcr gibi dinamikler \u00fczerinden \u015fekillenmekteydi. Kapitalizm ile birlikte ortaya \u00e7\u0131kan yeni ekonomik ili\u015fkiler ve buna paralel de\u011fi\u015fen siyasal ve k\u00fclt\u00fcrel dinamikler ise ulus, toplum ve halk gibi siyasal kavramlar\u0131n olu\u015fmas\u0131n\u0131 sa\u011flad\u0131. Eskisinden farkl\u0131 olarak merkezi bir yap\u0131ya ihtiya\u00e7 duyan yeni modern devlet modeli bireyi tebaadan yurtta\u015fa d\u00f6n\u00fc\u015ft\u00fcrd\u00fc ve b\u00f6ylece biz olma duygusu da daha farkl\u0131 dinamikler \u00fcst\u00fcnden tan\u0131mlan\u0131r hale geldi. Bir di\u011fer de\u011fi\u015fle ulus devlet denilen mekanizma biz olma duygusunu farkl\u0131la\u015ft\u0131rd\u0131. Fakat modern devletin \u00fcst\u00fcnde in\u015fa edildi\u011fi bu biz olma duygusu kuruldu\u011fu her durumda ve anda kesin kabul g\u00f6ren, bir defa kurulan ve sabit kalan bir olgu olmak zorunda de\u011fildir. \u00c7\u00fcnk\u00fc bir toplulu\u011fun bir halka d\u00f6n\u00fc\u015fmesi ya da o halk\u0131n bir ulus yaratmas\u0131 dura\u011fan bir olgu olarak ortaya \u00e7\u0131kmaz. Bir ulusu yaratan halk\/halklar\u0131n i\u00e7erisinde kurulan devletten \u00e7e\u015fitli gerek\u00e7elerle tatmin olmam\u0131\u015f ve buna itiraz y\u00fckselterek var olan yap\u0131y\u0131 \u015fu veya bu bi\u00e7imde de\u011fi\u015ftirme iradesi de \u00e7\u0131kabilir. Tabi ki b\u00f6ylesi durumlar s\u0131n\u0131fsal ve buna paralel olu\u015fan siyasal dinamiklerden ba\u011f\u0131ms\u0131z olu\u015fmaz. Nitekim \u00e7e\u015fitli \u00fclkelerde olu\u015fan devletleri bar\u0131nd\u0131ran kimi halklar kurulan bu \u201culusla\u015fma\u201d giri\u015fimlerini reddederek ulusal sorunlar yaratt\u0131lar ve buna paralel devletin merkezi yap\u0131s\u0131nda farkl\u0131l\u0131klar ya\u015fanmas\u0131n\u0131 sa\u011flad\u0131lar. Fakat buna ra\u011fmen bug\u00fcn halen Birle\u015fik Krall\u0131k, \u0130spanya, T\u00fcrkiye gibi \u00e7ok say\u0131da devlet Kuzey \u0130rlanda, \u0130sko\u00e7ya, Bask, Katalan ve K\u00fcrt sorunu gibi ulusal sorunlar ya\u015famaktad\u0131r. \u00c7\u00fcnk\u00fc co\u011frafya, etnisite, k\u00fclt\u00fcr, din, dil gibi olgular\u0131n \u00fczerinden yarat\u0131lan birlikle bir devletin kurulabilmi\u015f olmas\u0131 o devletin s\u0131n\u0131rlar\u0131 i\u00e7erisinde yer alan farkl\u0131 toplumlar\u0131n bu yap\u0131y\u0131 her hal\u00fckarda kabul edece\u011fi anlam\u0131na gelmez. \u00c7\u00fcnk\u00fc kurulan her devlet ekonomik boyutu da olan bir siyasal fikrin birlikteli\u011fi \u00fczerinden kurulur ve bu siyasal birliktelikte taraflar\u0131n t\u00fcm\u00fcn\u00fcn \u015fu veya bu bi\u00e7imde kabul\u00fc gereklidir. \u015eu veya bu bi\u00e7imde diyoruz \u00e7\u00fcnk\u00fc tarih g\u00f6n\u00fcll\u00fc birliktelik olmadan da siyasal varl\u0131\u011f\u0131 ezilmi\u015f onlarca halk\u0131n bir devletin i\u00e7inde ya\u015famay\u0131 kabul eder hale gelmi\u015f \u00f6rneklerini de bar\u0131nd\u0131r. Nihayetinde bir halk\u0131n varl\u0131\u011f\u0131 tart\u0131\u015fmas\u0131 iddia ortaya koydu\u011fu salt co\u011frafyan\u0131n b\u00fcy\u00fckl\u00fc\u011f\u00fc ya da haklar\u0131n\u0131 savundu\u011fu pop\u00fclasyonun say\u0131s\u0131 ile de\u011fil siyasal bir irade ve bu iradenin arkas\u0131ndan getirebildi\u011fi kitleler ile \u00f6l\u00e7\u00fcl\u00fcr. Siyasal bir iddia ve buna paralel olu\u015fan bir siyasal m\u00fccadele sergilemeyen her halk bir bi\u00e7imde tarih sahnesinde farkl\u0131 k\u00fclt\u00fcrel \u00f6zellikler ta\u015f\u0131yan ama bundan \u00f6teye gidemeyen bir topluluk olmaya mahkumdur. Bir anlam\u0131yla biz olma duygusu siyasal birliktelik ve buna ba\u011fl\u0131 siyasal iddia olmadan eksiktir.<\/p>\n\n\n\n<p>(ara ba\u015fl\u0131k)<\/p>\n\n\n\n<p>K\u0131br\u0131s sorunu da kapitalist ili\u015fkilerin adaya ta\u015f\u0131nmas\u0131 sonucu ortaya \u00e7\u0131km\u0131\u015f ve bir\u00e7o\u011fundan farkl\u0131 olarak sadece i\u00e7 de\u011fil d\u0131\u015f etkenlerce de belirlenmi\u015f bir s\u00fcrecin sonucunda \u015fekillenmi\u015f bir ulusal sorundur. Ayr\u0131nt\u0131lar\u0131na bu yaz\u0131da girilmeyecek olsa da bu s\u00fcre\u00e7 kendi tarihi i\u00e7inde Elen ve T\u00fcrk milliyet\u00e7ili\u011fine direnerek K\u0131br\u0131sl\u0131 T\u00fcrk halk\u0131n\u0131 tarih sahnesine \u00e7\u0131karm\u0131\u015ft\u0131r.* \u00c7\u0131karm\u0131\u015ft\u0131r diyoruz \u00e7\u00fcnk\u00fc daha \u00f6nce de belirtti\u011fimiz gibi bir halk dura\u011fan bir yap\u0131ya sahip de\u011fildir ve ortaya \u00e7\u0131kabildi\u011fi gibi yok da olabilir. Bu siyasal tarihin nas\u0131l \u015fekillenece\u011fine ba\u011fl\u0131d\u0131r. Bug\u00fcn K\u0131br\u0131s\u2019\u0131n kuzeyinde \u00e7ok say\u0131da siyasal yap\u0131n\u0131n ve binlerce insan\u0131n K\u0131br\u0131sl\u0131 T\u00fcrk halk\u0131n\u0131n gelece\u011fi ile ilgili kayg\u0131 duymas\u0131, tart\u0131\u015fma y\u00fcr\u00fctmesi ve m\u00fccadele etmesi de bunun ispat\u0131d\u0131r.&nbsp; \u015e\u00fcphesiz ki K\u0131br\u0131sl\u0131 T\u00fcrk halk\u0131n\u0131n \u00e7\u0131kar\u0131 birle\u015fik ve federal bir K\u0131br\u0131s\u2019tad\u0131r. Ancak bu yaz\u0131 federal bir K\u0131br\u0131s\u2019\u0131n gerekli\u011finden ziyade savundu\u011fumuz K\u0131br\u0131s\u2019a nas\u0131l varaca\u011f\u0131m\u0131zla ilgilidir. Tarihsel s\u00fcre\u00e7 i\u00e7inde \u00f6nce Elen milliyet\u00e7ili\u011fiyle sonra da Ankara\u2019dan y\u00f6nlendirilen ve \u00e7ok boyutlu olarak geli\u015fen T\u00fcrk milliyet\u00e7ili\u011fiyle s\u00fcren bu m\u00fccadele geldi\u011fi nokta itibariyle K\u0131br\u0131sl\u0131 T\u00fcrklerin ortak bir siyasal kimlik sorununu da beraberinde getirmi\u015ftir. Yasal bir devlet i\u00e7erisinde ya\u015fayamamak, s\u00fcrekli artan bir n\u00fcfus aktar\u0131m\u0131yla belirlenmek, kendi d\u0131\u015f\u0131ndaki siyasal taraflara yakla\u015fmak zorunda b\u0131rak\u0131lmak, ekonomik ve k\u00fclt\u00fcrel de\u011ferlerinin g\u00fcnden g\u00fcne yok edilmesi ve benzeri ko\u015fullar K\u0131br\u0131sl\u0131 T\u00fcrklerin ba\u011f\u0131ms\u0131z bir siyasal \u00f6zne olarak varl\u0131\u011f\u0131n\u0131 s\u00fcrekli olarak a\u015f\u0131nd\u0131r\u0131p tehdit etmekte ve buna paralel olarak siyasal ifadesini bulan\u0131kla\u015ft\u0131rmaktad\u0131r. Bu bulan\u0131kla\u015fma K\u0131br\u0131sl\u0131 T\u00fcrk halk\u0131n\u0131n politik bir \u201cbiz\u201d olarak hareket etme imkan\u0131n\u0131 zedeleyerek \u201cbiz kimiz?\u201d sorusunun cevab\u0131n\u0131 bulmas\u0131n\u0131 zorla\u015ft\u0131r\u0131yor. K\u0131br\u0131sl\u0131lar, T\u00fcrk\u00e7e konu\u015fan K\u0131br\u0131sl\u0131lar, K\u0131br\u0131s T\u00fcrk\u00fc gibi cevaplar bug\u00fcn\u00fcn siyasal m\u00fccadelesinde s\u00fcrekli dillendirilen iddialard\u0131r. &nbsp;K\u0131br\u0131sl\u0131 T\u00fcrk siyasal \u00f6znelerin \u201cbiz kimiz?\u201d sorusuna bu kadar farkl\u0131 cevaplar vermesinin sebepleri buradad\u0131r ve bu soruyu cevaplamadan g\u00fc\u00e7l\u00fc bir siyasal \u00f6zne olmak m\u00fcmk\u00fcn de\u011fildir. \u201cK\u0131br\u0131sl\u0131l\u0131k\u201d&nbsp; \u00fcst\u00fcnden bir siyasal hat \u00f6rme \u00e7abas\u0131nda olanlar g\u00fcnden g\u00fcne s\u00f6zde bir etnik kimlik ile milliyet\u00e7ilik bata\u011f\u0131na s\u00fcr\u00fcklenmekte, bu cephenin liberal mevziisindekiler ise konuyu \u201cAvrupal\u0131l\u0131k\u201d&nbsp; gibi soyut kavramlarla y\u00fcr\u00fctme \u00e7abas\u0131ndad\u0131r. Bahse konu liberal kesim \u201cteoriyi\u201d pratikte pek de uygulamaya sokamad\u0131\u011f\u0131 i\u00e7in \u00e7o\u011funlukla K\u0131br\u0131s milliyet\u00e7ileri ile ayn\u0131 noktada bulu\u015fmaktad\u0131r. Bu \u00e7evreler a\u011f\u0131rl\u0131kla sol geleneklerden gelmi\u015f \u00e7e\u015fitli yap\u0131lard\u0131r fakat kimlik\u00e7i bir milliyet\u00e7ili\u011fe s\u0131k\u0131\u015fmalar\u0131 felsefi olarak sol ile ba\u011flar\u0131n\u0131n kopmas\u0131na ve K\u0131br\u0131s\u2019\u0131n kuzeyine \u00f6zg\u00fc bir \u201csolculu\u011fa\u201d d\u00f6n\u00fc\u015fmelerine sebep olmu\u015ftur. \u00c7\u00fcnk\u00fc reel siyasette K\u0131br\u0131s\u2019\u0131n g\u00fcneyinde ya\u015fanan \u201cK\u0131br\u0131s Cumhuriyeti \u015fovenizmi\u201d bu \u00e7evrelerin K\u0131br\u0131sl\u0131l\u0131k ideas\u0131n\u0131 K\u0131br\u0131s\u2019\u0131n kuzeyine s\u0131k\u0131\u015ft\u0131rmaktad\u0131r. Yelpazenin di\u011fer taraf\u0131nda ise adan\u0131n b\u00f6l\u00fcnm\u00fc\u015fl\u00fc\u011f\u00fcn\u00fc savunan fakat Ankara kar\u015f\u0131s\u0131nda a\u00e7\u0131k veya kapal\u0131 bir bi\u00e7imde de olsa bir K\u0131br\u0131s T\u00fcrk milliyet\u00e7ili\u011fi \u00f6neren kesimler var. A\u011f\u0131rl\u0131kla sa\u011fdan gelen bu kesimler Ankara ile ya\u015fanan her gerilimde geri basarak milliyet\u00e7iliklerini T\u00fcrkl\u00fck pozisyonuna geri \u00e7ekmektedir. Bir ba\u015fka de\u011fi\u015fle \u201cK\u0131br\u0131s milliyet\u00e7ileri\u201d ile \u201cK\u0131br\u0131s T\u00fcrk milliyet\u00e7ilerinin\u201d \u00fcst\u00fc kapal\u0131 teorileri s\u00fcrekli olarak prati\u011fin duvar\u0131na toslamaktad\u0131r. \u00c7\u00fcnk\u00fc siyasal iddialar\u0131n\u0131 yaslad\u0131klar\u0131 s\u0131n\u0131fsal zemin \u00e7\u00fcr\u00fckt\u00fcr. Bahse konu iki taraf da ortaya koyduklar\u0131 siyasal iddiay\u0131 a\u00e7\u0131k bir siyasal \u00f6rg\u00fctl\u00fcl\u00fc\u011fe i\u015fte bu y\u00fczden d\u00f6n\u00fc\u015ft\u00fcrememekte ve farkl\u0131 siyasal pozisyonlar\u0131n arkas\u0131nda takviye yaparak k\u00fclt\u00fcrel bir boyutta kalmaktad\u0131r. Ancak tarih g\u00f6stermi\u015ftir ki, bir halk\u0131n siyasal varl\u0131\u011f\u0131 sadece k\u00fclt\u00fcr ile savunulamaz. S\u0131n\u0131fa dayanmayan farkl\u0131l\u0131\u011f\u0131n s\u0131n\u0131rlar\u0131 bellidir. Bahse konu s\u0131n\u0131rlara tak\u0131lmadan ve hi\u00e7bir siyasal yalpalamaya mecbur kalmadan yal\u0131n bir bi\u00e7imde savunulabilecek biricik politik tutum K\u0131br\u0131sl\u0131 T\u00fcrk halk\u0131 ger\u00e7ekli\u011fidir. Adan\u0131n kuzeyine y\u00f6nelik uygulanan T\u00fcrkiye\u2019den kimlikle giri\u015fin son bulmas\u0131n\u0131 savunan fakat on y\u0131llard\u0131r K\u0131br\u0131s\u2019ta ya\u015fayan T\u00fcrkiye k\u00f6kenli K\u0131br\u0131sl\u0131 T\u00fcrklerin de adan\u0131n bir par\u00e7as\u0131 oldu\u011funu ifade edebilen, K\u0131br\u0131s Cumhuriyeti \u00fczerinden devlet \u015fovenizmi yapan K\u0131br\u0131sl\u0131 Elen liderliklerini ele\u015ftiren ve bunun yan\u0131nda K\u0131br\u0131s\u2019\u0131n birle\u015ftirilmesi anlay\u0131\u015f\u0131ndan bir ad\u0131m geri atmayan, Ankara\u2019n\u0131n \u00e7ok y\u00f6nl\u00fc dayatmalar\u0131na direnirken K\u0131br\u0131sl\u0131-T\u00fcrkiyeli gerilimine zerre prim vermeyen ve bunun gibi sorunlarla ilgili tutarl\u0131 bir siyasal hat \u00f6rebilecek yegane duru\u015f sadece K\u0131br\u0131sl\u0131 T\u00fcrk halk\u0131 \u00fczerinden m\u00fcmk\u00fcnd\u00fcr. \u00c7\u00fcnk\u00fc halk olarak tan\u0131mlad\u0131\u011f\u0131m\u0131z \u00e7al\u0131\u015fan kesimlerin bahse konu duru\u015fta s\u0131n\u0131fsal \u00e7\u0131kar\u0131 vard\u0131r. Mesele bu s\u0131n\u0131fsal \u00e7\u0131kara siyasal bir ifade kazand\u0131rmakt\u0131r. Bu anlay\u0131\u015f\u0131n siyasal anlamda berrakla\u015ft\u0131r\u0131lmas\u0131 ise hem K\u0131br\u0131sl\u0131 T\u00fcrk halk\u0131n\u0131n siyasal \u00f6rg\u00fctlenmelerini g\u00fc\u00e7lendirecek hem de halk\u0131n y\u0131llard\u0131r uygulanan politikalarla a\u015f\u0131nd\u0131r\u0131lan \u00f6zne olma \u00e7abas\u0131nda g\u00fcc\u00fcn\u00fc artt\u0131racakt\u0131r. Bu ihtiyaca atfedilen \u00f6nem bir isim ya da k\u00fclt\u00fcr tak\u0131nt\u0131s\u0131ndan dolay\u0131 de\u011fil g\u00fcncel siyasal ihtiya\u00e7lardan kaynakl\u0131d\u0131r. \u00c7\u00fcnk\u00fc K\u0131br\u0131sl\u0131 T\u00fcrk halk\u0131 ger\u00e7ekli\u011fi bizi birle\u015ftirebildi\u011fi i\u00e7in hayatidir ve biz olmak da siyasal y\u00f6n\u00fcm\u00fcz\u00fc beraberce saptayabilmek i\u00e7in gereklidir. Aksi, herkesin kendi kafas\u0131nda yaratt\u0131\u011f\u0131 hayallerin da\u011f\u0131n\u0131kl\u0131\u011f\u0131yla egemenlerin dayatt\u0131\u011f\u0131 bir karanl\u0131kta beraberce kaybolmakt\u0131r. Bir anlam\u0131yla K\u0131br\u0131sl\u0131 T\u00fcrk halk\u0131n\u0131n gelece\u011fi onun ad\u0131yla \u00e7a\u011fr\u0131lmas\u0131na da ba\u011fl\u0131d\u0131r diyebiliriz. Bunu ise y\u0131llard\u0131r halk\u0131n yok olu\u015fu pahas\u0131na zenginle\u015fen \u201cK\u0131br\u0131s T\u00fcrkleri\u201d ya da ge\u00e7mi\u015fi romantize ederek \u201cK\u0131br\u0131sl\u0131\u201d arayanlar de\u011fil, bug\u00fcn\u00fcn dertlerinde bug\u00fcn\u00fcn bizini yani K\u0131br\u0131sl\u0131 T\u00fcrk emek\u00e7ilerini \u00f6rg\u00fctleyebilenler ba\u015farabilir.
