Bunu, ister sosyal medyada iki sat\u0131r yaz\u0131 yazarak veya yaz\u0131lanlar\u0131 payla\u015farak yap\u0131n, ister bulundu\u011funuz \u00f6rg\u00fctle birlikte bas\u0131n a\u00e7\u0131klamas\u0131 veya sokak eylemi ger\u00e7ekle\u015ftirin, ister ula\u015ft\u0131rma bakan\u0131 veya belediye ba\u015fkanlar\u0131 ile g\u00f6r\u00fc\u015f\u00fcp derdinizi anlat\u0131n&#8230; Ama bir \u015fekilde bu talebi y\u00fckseltmemiz art\u0131k \u015fart oldu. Neden mi? Trafikte ya\u015fanan s\u0131k\u0131nt\u0131lar\u0131n tek \u00e7\u00f6z\u00fcm\u00fc toplu ta\u015f\u0131ma de\u011fildir ve bu yaz\u0131da bahsedece\u011fimiz bir dizi \u00f6nlem daha gerekir elbette. Ancak toplu ta\u015f\u0131ma, hem ekonomik, hem ekolojik, hem toplumsal, hem de ya\u015famsal bir ihtiya\u00e7 olarak kendini dayat\u0131yor ve trafik sorunlar\u0131n\u0131n lokomotif \u00e7\u00f6z\u00fcm\u00fc olarak \u00f6n\u00fcm\u00fczde duruyor.<\/p>\n\n\n\n<p><strong>Ate\u015f d\u00fc\u015ft\u00fc\u011f\u00fc yeri yakar<\/strong><\/p>\n\n\n\n<p>Ya\u015fam hakk\u0131 kutsald\u0131r diyerek \u00f6nce trafikte kaybedilen canlar\u0131 anal\u0131m ve onlar\u0131 neden kaybetti\u011fimizi sorgulayal\u0131m&#8230; Onlar\u0131 aram\u0131zdan alan soyut, \u00f6nlenemez ve kavranamaz bir \u201ctrafik canavar\u0131\u201d falan de\u011fildi. Do\u011fru y\u00f6netilen bir trafik politikas\u0131yla, k\u00fc\u00e7\u00fck ya\u015ftan ba\u015flamas\u0131 gereken e\u011fitimlerle, ehliyet al\u0131rken ve yenilenirken uygulanan s\u0131k\u0131 kurallarla, yol g\u00fcvenli\u011fi ve denetimlerle, h\u0131z k\u00fclt\u00fcr\u00fcn\u00fc ve bireycili\u011fi de\u011fil sorumluluk ve kolektiviteyi te\u015fvik eden bir k\u00fclt\u00fcrle \u00f6nlenebilecek \u00e7arp\u0131\u015fmalard\u0131.<\/p>\n\n\n\n<p><strong>Bilim \u00fc\u00e7 ve daha fazla \u201cE\u201d derken kktc \u201cEee&#8230;\u201d diyor<\/strong><\/p>\n\n\n\n<p>Karayolu g\u00fcvenli\u011finde temel olarak \u00fc\u00e7 \u201cE\u201d birlikte uygulanmal\u0131d\u0131r: \u201cEngineering, Education, Enforcement\u201d; yani m\u00fchendislik, e\u011fitim ve yapt\u0131r\u0131m. Trafik m\u00fchendisli\u011fi biliminden de yararlanarak yollar, alt yap\u0131s\u0131yla, levhalar\u0131yla, bariyer ve \u0131\u015f\u0131kland\u0131rmas\u0131yla g\u00fcvenli hale getirilmeli, g\u00fcvenli ara\u00e7lar \u00fclkemize ithal edilebilmelidir. Kamyonlar\u0131n, t\u0131rlar\u0131n, i\u015f ara\u00e7lar\u0131n\u0131n s\u0131k\u0131 bir \u015fekilde muayeneleri yap\u0131lmal\u0131 ve yollara verdikleri zararlar, halk\u0131n de\u011fil patronlar\u0131n cebinden \u00e7\u0131kmal\u0131d\u0131r. E\u011fitim, ilkokuldan ba\u015flamal\u0131 ve i\u015fyerlerini, sosyal medyay\u0131 da kullanarak ya\u015fam boyu devam etmelidir. Bir di\u011fer \u201cE\u201d olan \u201cyapt\u0131r\u0131m\u201d ise \u00fclkemizde trafik kazalar\u0131 ya\u015fand\u0131\u011f\u0131nda ilk akla gelendir. Hemen denetimlerin art\u0131r\u0131lmas\u0131 ve hatta para cezalar\u0131n\u0131n y\u00fckseltilmesi d\u00fc\u015f\u00fcn\u00fcl\u00fcr. Elbette denetimler s\u0131k\u00e7a yap\u0131lmal\u0131, cezalar adil bir \u015fekilde uygulanmal\u0131 ve alkoll\u00fc s\u00fcr\u00fc\u015f gibi hayati risk ta\u015f\u0131yan su\u00e7lar\u0131n cezas\u0131 cayd\u0131r\u0131c\u0131 olmal\u0131d\u0131r. Ancak e\u015f zamanl\u0131 olarak, sosyal bir ortama giden ki\u015filerin ara\u00e7 kullanmadan evine d\u00f6nebilece\u011fi toplu ta\u015f\u0131ma imk\u00e2nlar\u0131 da geli\u015ftirilmelidir. Ama toplu ta\u015f\u0131ma \u00fclkemizdeki akaryak\u0131t tekellerinin, benzincilerin, oto galerilerin, yedek par\u00e7a ithalat\u00e7\u0131lar\u0131n\u0131n, k\u0131sacas\u0131 \u00f6zel ara\u00e7tan beslenen sermayenin i\u015fine gelmez. H\u00fck\u00fcmet edenler ise erki elinde bulunduran iktidar de\u011fildir; bu konudaki iktidar, b\u00fcy\u00fck firmalar ve sermayedarlard\u0131r. Dolay\u0131s\u0131yla cezalar\u0131n art\u0131r\u0131l\u0131p vatanda\u015fa kesilmesi hemencecik ak\u0131llara gelirken, ucu sermayeye dokunan ve halk\u0131n yarar\u0131na olan toplu ta\u015f\u0131ma bir t\u00fcrl\u00fc g\u00fcndeme al\u0131nmaz. \u00dcst\u00fcne \u00fcstl\u00fck, asgari \u00fccret arts\u0131n diye m\u00fccadele eden (\u00f6zel sekt\u00f6rde sendikas\u0131z oldu\u011fu i\u00e7in m\u00fccadele edemiyorsa bile dua eden) kitleler, asgari \u00fccrete endeksli para cezalar\u0131 ile neye u\u011frad\u0131\u011f\u0131n\u0131 \u015fa\u015f\u0131r\u0131r. Acil yard\u0131ma, trafik \u00e7arp\u0131\u015fmalar\u0131na zaman\u0131nda ula\u015fmaya \u00e7al\u0131\u015fan ambulanslar i\u00e7in emniyet \u015feridi sa\u011flanmas\u0131n\u0131 bir \u00f6rnek olarak g\u00f6sterebiliriz. Encouragement ise sigorta priminizin azalmas\u0131 yoluyla \u00f6zel arac\u0131n\u0131z\u0131 daha az kullanmaya ve trafik kurallar\u0131na uymaya, te\u015fvik edilmenizdir. \u201cS\u00fcrd\u00fc\u011f\u00fcn kadar \u00f6de\u201d veya \u201cs\u00fcrd\u00fc\u011f\u00fcn gibi \u00f6de\u201d prensipleriyle Avustralya gibi trafik g\u00fcvenli\u011fi y\u00fcksek olan \u00fclkelerde uygulanan bu sistemle trafik \u00e7arp\u0131\u015fmalar\u0131 ciddi \u015fekilde azalt\u0131lm\u0131\u015ft\u0131r. T\u00fcm bu kapsaml\u0131 ve bilimsel y\u00f6ntemler kar\u015f\u0131s\u0131nda kktc h\u00fck\u00fcmeti mi? Eee&#8230;<\/p>\n\n\n\n<p><strong>\u00c7arp\u0131\u015fan arabalar<\/strong><\/p>\n\n\n\n<p>\u015eu minik yar\u0131m adam\u0131za yukar\u0131dan bakt\u0131\u011f\u0131n\u0131z\u0131 hayal etsenize&#8230; Lunaparktaki \u00e7arp\u0131\u015fan araba pistine benzetmez misiniz? 2023 verilerine g\u00f6re kktc\u2019de 370 bin kay\u0131tl\u0131 ara\u00e7 bulunuyor ve y\u0131lda ortalama 13 bin yeni ara\u00e7 trafi\u011fe \u00e7\u0131k\u0131yor. Dolay\u0131s\u0131yla g\u00fcn\u00fcm\u00fczde ara\u00e7 say\u0131s\u0131n\u0131n 380 bini ge\u00e7ti\u011fini s\u00f6yleyebiliriz. Her ne kadar sa\u011fl\u0131kl\u0131 bir n\u00fcfus say\u0131m\u0131 yap\u0131lmasa da \u0130statistik Kurumu verilerine g\u00f6re n\u00fcfusumuz 390 bin 745 ki\u015fi. Bu durumda, yeni do\u011fan bebekler d\u00e2hil neredeyse her ki\u015fiye bir araba d\u00fc\u015f\u00fcyor! Toplumsal sorunlar\u0131n, ortak taleplerin konu\u015fuldu\u011fu, yerli ve yabanc\u0131 insanlar\u0131n bir arada bulunarak k\u00fclt\u00fcrel harmoninin zenginle\u015fti\u011fi bir ortam sa\u011flar. \u015eehirleraras\u0131 ucuz, h\u0131zl\u0131 ve konforlu rayl\u0131 sistemler ve bunu destekleyen kamusal otob\u00fcs ve minib\u00fcsler, k\u00f6yden kente g\u00f6\u00e7\u00fc azaltarak \u015fehir trafi\u011fini rahatlatacak, do\u011fay\u0131 ve k\u00f6y ya\u015fam\u0131n\u0131 da koruyacakt\u0131r. \u00d6zellikle \u00f6\u011frenciler, ya\u015fl\u0131lar, \u00f6zel gereksinimli bireyler i\u00e7in \u00fccretsiz olmas\u0131 gereken toplu ta\u015f\u0131ma imk\u00e2nlar\u0131, insan haklar\u0131m\u0131z\u0131n ilerlemesine vesile olacakt\u0131r.&nbsp;<\/p>\n\n\n\n<p><strong>Vizyon s\u0131f\u0131r<\/strong><\/p>\n\n\n\n<p>\u201c\u0130nsanlar\u0131n i\u015fba\u015f\u0131nda \u00e7al\u0131\u015f\u0131rken \u00f6lmeleri veya ciddi yaralanmalar\u0131 nas\u0131l kabul edilemezse, bunlar\u0131n trafikte olmas\u0131 da ayn\u0131 \u015fekilde kabul edilemez\u201d yakla\u015f\u0131m\u0131yla \u0130sve\u00e7\u2019te geli\u015ftirilen ve parlamentoda da onaylanan \u201cVizyon S\u0131f\u0131r\u201d yakla\u015f\u0131m\u0131, karayollar\u0131nda hi\u00e7 kimsenin \u00f6lmedi\u011fi veya a\u011f\u0131r yaralanmad\u0131\u011f\u0131 bir planlamad\u0131r.
