Bu ko\u015fullarda Halkevleri, halk\u0131n k\u00fclt\u00fcrle, sanatla ve kamusal s\u00f6zle ilk kez kitlesel \u00f6l\u00e7ekte temas edebildi\u011fi alanlar yaratt\u0131. K\u00fct\u00fcphaneler, tiyatro sahneleri, okuma-yazma kurslar\u0131, m\u00fczik ve halk oyunlar\u0131 \u00e7al\u0131\u015fmalar\u0131 yaln\u0131zca etkinlik \u00fcretmedi; halk\u0131n kendini ifade etmeye ba\u015flad\u0131\u011f\u0131 yeni bir toplumsal pratik \u00f6rd\u00fc.<\/p>\n\n\n\n<p>Halkevleri\u2019nin tarihsel \u00f6nemi sundu\u011fu i\u00e7eriklerin \u00f6tesindedir. Daha \u00f6nce sahneye \u00e7\u0131kmam\u0131\u015f, eline kalem almam\u0131\u015f, \u00e7izmemi\u015f, konu\u015fmam\u0131\u015f geni\u015f halk kesimleri i\u00e7in Halkevleri; konu\u015fman\u0131n, birlikte d\u00fc\u015f\u00fcnmenin ve kolektif \u00fcretimin kap\u0131s\u0131n\u0131 aralad\u0131. K\u00fclt\u00fcr ve sanat se\u00e7kinlerin soyut u\u011fra\u015f\u0131 olmaktan \u00e7\u0131karak g\u00fcndelik hayat\u0131n i\u00e7inden ge\u00e7en, halk\u0131n deneyimiyle \u015fekillenen bir m\u00fccadele alan\u0131na d\u00f6n\u00fc\u015ft\u00fc. Bu y\u00f6n\u00fcyle Halkevleri, Cumhuriyet d\u00f6neminde ya\u015fam\u0131n kendi dinamikleriyle yeniden in\u015fas\u0131nda merkezi bir rol \u00fcstlendi.<\/p>\n\n\n\n<p>Bu s\u00fcre\u00e7 ayn\u0131 zamanda \u00f6rg\u00fctl\u00fc kat\u0131l\u0131m\u0131n deneyimlendi\u011fi bir zemini yaratt\u0131. \u0130nsanlar yaln\u0131zca izleyici de\u011fildi; \u00e7\u00fcnk\u00fc \u00fcreten, tart\u0131\u015fan ve karar alan \u00f6zneler geliyordu. Halkevleri, k\u00fclt\u00fcrel hayat\u0131n planl\u0131, s\u00fcrd\u00fcr\u00fclebilir ve kolektif bi\u00e7imde \u00f6rg\u00fctlenebilece\u011fini g\u00f6steren ilk kapsaml\u0131 \u00f6rneklerden biri oldu. 1951\u2019de kapat\u0131ld\u0131klar\u0131nda 478 \u015fube ve binlerce halkodas\u0131yla milyonlarca insana ula\u015fm\u0131\u015f olmalar\u0131 bu etkinin somut ifadesidir.<\/p>\n\n\n\n<p>Halkevleri\u2019ni tarihsel ba\u011flam\u0131ndan kopararak de\u011ferlendirmek anakronik olur. Kuruldu\u011fu yap\u0131 ve d\u00f6nemin \u00e7eli\u015fkileriyle her zaman y\u00fcz y\u00fcze kalan Halkevleri, devlet denetimi ve merkezi y\u00f6nlendirme s\u0131n\u0131rlar\u0131 i\u00e7inde varl\u0131k g\u00f6sterdi. 1950\u2019lerle birlikte de\u011fi\u015fen siyasal iklim, Halkevleri\u2019nin ilk tasfiyesini beraberinde getirdi. Demokrat Parti iktidar\u0131 kapatma karar\u0131n\u0131 b\u00fct\u00e7e ve verimlilik gerek\u00e7eleriyle a\u00e7\u0131klasa da as\u0131l ama\u00e7, Halkevleri\u2019nin toplumsal hayatta kurdu\u011fu ayd\u0131nl\u0131k ve d\u00f6n\u00fc\u015ft\u00fcr\u00fcc\u00fc hatt\u0131 da\u011f\u0131tmakt\u0131. \u00d6yle ki lokallerine el konuldu, kitaplar\u0131 yak\u0131ld\u0131; bu yaln\u0131zca bir kurumsal kapatma de\u011fil, halk\u0131n ayd\u0131nlanma haf\u0131zas\u0131na y\u00f6nelik a\u00e7\u0131k bir sald\u0131r\u0131yd\u0131.<\/p>\n\n\n\n<p>Ancak Halkevleri tarihi, kapat\u0131lmalar kadar direni\u015flerle de yaz\u0131ld\u0131. 1960\u2019l\u0131 y\u0131llarda, bu kez devlet deste\u011fi olmaks\u0131z\u0131n ve daha a\u00e7\u0131k bir halk\u00e7\u0131 \u00e7izgiyle yeniden hayat buldu. Bu ikinci d\u00f6nem, bir devamdan \u00e7ok bir d\u00f6n\u00fc\u015f\u00fcmd\u00fc. \u015eehir merkezlerinden mahallelere ta\u015f\u0131nan Halkevleri, emek\u00e7i halk\u0131n g\u00fcndelik ya\u015fam\u0131n\u0131n i\u00e7ine yerle\u015fti; sokaktan beslenen, soka\u011fa seslenen bir halk \u00f6rg\u00fctlenmesine d\u00f6n\u00fc\u015ft\u00fc; Devrimci Yol ile i\u00e7 i\u00e7e yan yana bir\u00e7ok direni\u015fi \u00f6rg\u00fctleyip, grevlere destek oldu. 1970\u2019lerde artan bask\u0131lara ra\u011fmen varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcrmesi bu d\u00f6n\u00fc\u015f\u00fcm\u00fcn g\u00fcc\u00fcn\u00fc g\u00f6sterdi.<\/p>\n\n\n\n<p>1980 darbesiyle gelen ikinci kapatma da Halkevleri\u2019ni tarihten silemedi. Darbe karanl\u0131\u011f\u0131n\u0131n ard\u0131ndan, daha s\u0131n\u0131rl\u0131 imk\u00e2nlarla ama daha g\u00fc\u00e7l\u00fc bir toplumsal haf\u0131zayla yeniden aya\u011fa kalkt\u0131. Neoliberal politikalar\u0131n ya\u015fam\u0131 ku\u015fatt\u0131\u011f\u0131 bu d\u00f6nemde Halkevleri; emek, kad\u0131n, ekoloji ve e\u015fitlik m\u00fccadelelerinin \u00f6nemli odaklar\u0131ndan biri haline geldi.<\/p>\n\n\n\n<p>Bug\u00fcn Halkevleri, Cumhuriyet\u2019in ilk y\u0131llar\u0131ndan devrimci-halk\u00e7\u0131 m\u00fccadele deneyimlerine uzanan tarihsel bir birikimi temsil ediyor. Ne yaln\u0131zca ge\u00e7mi\u015fe ait bir kurum ne de nostaljik bir hat\u0131rad\u0131r.
