Kimisi bunu a\u00e7\u0131k a\u00e7\u0131k, \u00e7o\u011fu da gizli sakl\u0131 yapsa da; Baraka\u2019n\u0131n etki alan\u0131, etkinli\u011fi, g\u00fcc\u00fc artt\u0131k\u00e7a bu t\u00fcr s\u00f6ylemler de artmakta&#8230;<\/p>\n<p>Peki ba\u011f\u0131ms\u0131zl\u0131k istemek ger\u00e7ekten de milliyet\u00e7ilik midir?<\/p>\n<p>Baraka\u2019n\u0131n de\u011ferleri aras\u0131nda \u2018ba\u011f\u0131ms\u0131zl\u0131k\u2019 ve \u2018enternasyonalizm\u2019 vard\u0131r.(1) Bu iki de\u011fer birbiri ile \u00e7eli\u015fiyor mu?<\/p>\n<p>***<\/p>\n<p>Ba\u011f\u0131ms\u0131zl\u0131k\u00e7\u0131 olmakla milliyet\u00e7i olmak aras\u0131nda ili\u015fki kuranlar, 1910\u2019lu y\u0131llar ile 1970\u2019li y\u0131llar aras\u0131nda d\u00fcnyada ger\u00e7ekle\u015fen ba\u011f\u0131ms\u0131zl\u0131k m\u00fccadelelerini y\u00fczeysel bir \u015fekilde \u00f6\u011frenip, yeterince iyi kavrayamayan ki\u015filerdir. Bu ki\u015filer, ba\u011f\u0131ms\u0131zl\u0131k m\u00fccadelelerinin milliyet\u00e7ilikle sonu\u00e7land\u0131\u011f\u0131n\u0131 ve ba\u011f\u0131ms\u0131zl\u0131k isteyen herkesin milliyet\u00e7i olmas\u0131 gerekti\u011fi sonucunu \u00e7\u0131karmaktad\u0131rlar. Oysa bu tamamen yanl\u0131\u015ft\u0131r.<\/p>\n<p>Ba\u011f\u0131ms\u0131zl\u0131k m\u00fccadeleleri \u00e7okuluslu imparatorluklar\u0131n (Osmanl\u0131, Rus, Avusturya-Macaristan vb.) da\u011f\u0131lmas\u0131 s\u00fcrecinde veya klasik s\u00f6m\u00fcrgecili\u011fin (\u0130ngiltere, Fransa, \u0130spanya vb.) sona erdi\u011fi d\u00f6nemde bask\u0131 alt\u0131ndaki halklar\u0131n \u00f6zg\u00fcrl\u00fck talebinin somut ifadesidir. Bug\u00fcn ise s\u00f6zde ba\u011f\u0131ms\u0131zl\u0131\u011fa sahip ancak ger\u00e7ekte ekonomik, askeri ve k\u00fclt\u00fcrel olarak bask\u0131 alt\u0131nda bulunan yeni-s\u00f6m\u00fcrge \u00fclkelerde kar\u015f\u0131l\u0131k bulan devrimci bir anlay\u0131\u015ft\u0131r. Ba\u011f\u0131ms\u0131zl\u0131k talebi etnik kimlik ekseninde ifade edilmek zorunda de\u011fildir. \u00c7o\u011fu zaman da bunun tersi olmu\u015ftur. \u00d6rne\u011fin K\u00fcba, Venez\u00fcella gibi \u00fclkeler taviz vermez derecede ba\u011f\u0131ms\u0131zl\u0131k\u00e7\u0131d\u0131r ancak kesinlikle milliyet\u00e7i de\u011fildirler.<\/p>\n<p>Milliyet\u00e7ilik ise ba\u011f\u0131ms\u0131zl\u0131k kar\u015f\u0131s\u0131nda \u0131rk\u00e7\u0131 ve etnik kimlikleri temel alan bir yakla\u015f\u0131md\u0131r. \u00d6rne\u011fin Osmanl\u0131\u2019n\u0131n da\u011f\u0131lma s\u00fcrecine girdi\u011fi ve bir\u00e7ok halk\u0131n ba\u011f\u0131ms\u0131zl\u0131k talebi ile hareket etti\u011fi d\u00f6nemde ortaya \u00e7\u0131kan T\u00fcrk milliyet\u00e7ili\u011fi; Osmanl\u0131\u2019n\u0131n tarihte ele ge\u00e7irdi\u011fi t\u00fcm topraklarda ya\u015fayan etnik T\u00fcrkleri bir araya getirmeyi ve b\u00fcy\u00fck Turan \u00fclkesini kurmay\u0131 hedefler. Veya Bizans-Roma co\u011frafyas\u0131nda ya\u015fayan Elen k\u00f6kenli t\u00fcm halklar\u0131 bir araya getirmek de Megali \u0130dea\u2019n\u0131n (B\u00fcy\u00fck D\u00fc\u015f\u00fcnce) temel hedefidir. Oysa Azeriler, etnik k\u00f6kenlerini inkar etmeseler de Turan \u00fclkesine dahil olmak yerine kendi ba\u011f\u0131ms\u0131z devletlerinde ya\u015famak istediklerini her f\u0131rsatta dile getirmi\u015flerdir. Veya Makedonlar, Elen milliyet\u00e7ili\u011finin Megali \u0130dea fikrini payla\u015fmamaktad\u0131rlar. K\u0131sacas\u0131 milliyet\u00e7ilik bir t\u00fcr s\u00f6m\u00fcrgele\u015ftirme bi\u00e7imiyken, ba\u011f\u0131ms\u0131zl\u0131k ile \u00f6zde uyu\u015fmazl\u0131k ta\u015f\u0131maktad\u0131r.<\/p>\n<p>***<\/p>\n<p>K\u0131br\u0131s \u00f6rne\u011finde de bunu g\u00f6rmemiz m\u00fcmk\u00fcnd\u00fcr. K\u0131br\u0131s\u2019ta milliyet\u00e7ili\u011fin iki ana oda\u011f\u0131 TMT ve EOKA; temel yakla\u015f\u0131mlar\u0131n\u0131 Taksim ve Enosis olarak \u015fekillendirmi\u015flerdir. TMT i\u00e7in hedef K\u0131br\u0131s\u2019\u0131n T\u00fcrkler ve Yunanlar aras\u0131nda payla\u015ft\u0131r\u0131lmas\u0131 (Taksim) suretiyle anavatanlara ba\u011flanmas\u0131, yani Turan \u00fclk\u00fcs\u00fcn\u00fcn ger\u00e7ekle\u015ftirilmesidir. Benzer bir \u015fekilde EOKA da, K\u0131br\u0131s\u2019\u0131n tamam\u0131n\u0131n Yunanistan\u2019a ba\u011flanmas\u0131n\u0131 yani Enosis\u2019i, Megali \u0130dea\u2019n\u0131n (yani t\u00fcm Elenlerin birle\u015ftirilmesinin) bir ad\u0131m\u0131 olarak tarif ediyordu.<\/p>\n<p>Ne TMT ne de EOKA i\u00e7in K\u0131br\u0131sl\u0131 T\u00fcrkler ve K\u0131br\u0131sl\u0131 Elenler s\u00f6z konusu de\u011fildir. Her iki milliyet\u00e7i \u00f6rg\u00fct de, K\u0131br\u0131s T\u00fcrkleri ve K\u0131br\u0131s Elenlerinden bahsederek bu iki halk\u0131n ada \u00fczerinde sadece anavatanlar\u0131n\u0131 temsil etti\u011fini iddia etmi\u015flerdir.<\/p>\n<p>K\u0131br\u0131s\u2019\u0131n ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131 gibi bir d\u00fc\u015f\u00fcnce ne TMT i\u00e7in ne de EOKA i\u00e7in s\u00f6z konusu dahi de\u011fildir. K\u0131br\u0131s adas\u0131nda milliyet\u00e7ili\u011fi temsil eden hi\u00e7bir odak, ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131 savunmam\u0131\u015ft\u0131r. Ba\u011f\u0131ms\u0131zl\u0131k talebi ilk \u00f6nce K\u0131br\u0131s Kom\u00fcnist Partisi (2) taraf\u0131ndan dile getirilmi\u015f ve her zaman da devrimciler, solcular taraf\u0131ndan savunulmu\u015ftur (3).<\/p>\n<p>Devrimciler i\u00e7in ba\u011f\u0131ms\u0131zl\u0131k; ezilen, s\u00f6m\u00fcr\u00fclen, bask\u0131 alt\u0131nda tutulan halklar\u0131n kendi geleceklerine y\u00f6n verme haklar\u0131n\u0131n tan\u0131nmas\u0131d\u0131r. Ekonomisi, siyaseti, k\u00fclt\u00fcr\u00fc ve sosyal ya\u015fam\u0131n\u0131 kendi \u015fekillendirmeyen; ba\u015fka etkenlerce belirlenen halklar\u0131n \u00f6zg\u00fcr olmad\u0131\u011f\u0131 bizim i\u00e7in a\u00e7\u0131kt\u0131r.<\/p>\n<p>Ba\u011f\u0131ms\u0131zl\u0131k ile milliyet\u00e7ili\u011fi e\u015fde\u011fer tutan postmodern \u00e7izgiye g\u00f6re; \u201cba\u011f\u0131ms\u0131zl\u0131k talep edenler bunu etnik temelden tan\u0131mlad\u0131klar\u0131 kendi halklar\u0131 i\u00e7in dile getirmektedirler.\u201d<\/p>\n<p>Oysa bu do\u011fru de\u011fildir. Etnik temelden d\u00fc\u015f\u00fcnen bir milliyet\u00e7i, ayn\u0131 etnik temelden tarif etti\u011fi ba\u015fka co\u011frafyalar ile b\u00fct\u00fcnle\u015fmek, birle\u015fmek isteyecektir. Bu da ba\u011f\u0131ms\u0131zl\u0131k de\u011fil, Turan, Megali \u0130dea demektir.<\/p>\n<p>\u00dcstelik ba\u011f\u0131ms\u0131zl\u0131k talebi en \u00e7ok da k\u00fclt\u00fcrel bir talep oldu\u011fu i\u00e7in, yak\u0131n co\u011frafyalarda ya\u015fayan veya i\u00e7 i\u00e7e var olan farkl\u0131 k\u00fclt\u00fcrlerin birlikteli\u011fi de ba\u011f\u0131ms\u0131zl\u0131k\u00e7\u0131l\u0131\u011f\u0131n temel bir par\u00e7as\u0131d\u0131r.
