Peki G\u00f6\u00e7 Yasas\u0131\u2019n\u0131n amac\u0131 neydi?<\/p>\n<p>Neoliberalizmin en temel \u00f6zelliklerinden biri, kendisinin zemini olan kapitalist ekonominin temel karakteristiklerinden biri olan \u201cemek g\u00fcc\u00fcn\u00fcn de\u011ferini d\u00fc\u015f\u00fcrmeyi\u201d olabildi\u011fince radikalle\u015ftirmesi, yani daha basit bir \u015fekilde s\u00f6yleyecek olursak, emek\u00e7ilerin, kendilerini bir maa\u015f kar\u015f\u0131l\u0131\u011f\u0131nda patronlara satmak d\u0131\u015f\u0131nda ba\u015fka herhangi bir ge\u00e7im ara\u00e7lar\u0131n\u0131n kalmamas\u0131 ve bu sat\u0131\u015f\u0131n bedelinin de (yani maa\u015f\u0131n da) olabildi\u011fince d\u00fc\u015f\u00fck tutulmas\u0131d\u0131r. B\u00f6ylece emek\u00e7iler, \u00e7al\u0131\u015ft\u0131klar\u0131 yerin patronunun elinde oyuncak olacaklar ve ge\u00e7im derdinin a\u011f\u0131r bask\u0131s\u0131 alt\u0131nda, en ufak bir hak arama veya maa\u015f art\u0131\u015f\u0131 m\u00fccadelesine girmekten \u00e7ekineceklerdir.<\/p>\n<p>K\u0131br\u0131s\u2019\u0131n kuzeyinde ise kamu sekt\u00f6r\u00fc, bu \u201cemek g\u00fcc\u00fcn\u00fcn de\u011fersizle\u015ftirilmesi\u201d \u00f6n\u00fcnde, \u00e7al\u0131\u015fanlar a\u00e7\u0131s\u0131ndan 2011 y\u0131l\u0131na kadar hep bir \u201ctampon\u201d g\u00f6revi g\u00f6rm\u00fc\u015ft\u00fcr. Kamu sekt\u00f6r\u00fcnde \u00e7al\u0131\u015fanlar, g\u00f6rece refah seviyesindeki maa\u015f ve haklara sahip olmu\u015flard\u0131r. \u00d6zel sekt\u00f6r \u00e7al\u0131\u015fanlar\u0131 da, korkun\u00e7 \u00e7al\u0131\u015fma ko\u015fullar\u0131na ra\u011fmen kamuya girip bir refaha ula\u015fma \u00fcmidine her zaman sahip olmu\u015flar; kamuya ge\u00e7emeseler bile, kamudaki haklar\u0131n ve \u00fccretlerin cazibesi kar\u015f\u0131s\u0131nda kendi \u00e7al\u0131\u015fanlar\u0131n\u0131 \u015firkette tutabilmek ad\u0131na, \u00f6zel sekt\u00f6r patronlar\u0131n\u0131n yer yer sunmak durumunda kald\u0131\u011f\u0131 iyile\u015ftirmelerden faydalanm\u0131\u015flard\u0131r. Ne yaz\u0131kt\u0131r ki, \u00f6zel sekt\u00f6r patronlar\u0131, bu sunmak zorunda kald\u0131klar\u0131 iyile\u015ftirmelerin intikam\u0131n\u0131, k\u00f6lelik ko\u015fullar\u0131nda \u00e7al\u0131\u015ft\u0131rd\u0131klar\u0131 yabanc\u0131 -ve \u00e7o\u011fu zaman da kay\u0131td\u0131\u015f\u0131- i\u015fg\u00fcc\u00fcnden alm\u0131\u015flard\u0131r. Ancak G\u00f6\u00e7 Yasas\u0131 ile birlikte, hem 2011 sonras\u0131 kamu \u00e7al\u0131\u015fanlar\u0131 bu g\u00f6rece refahtan mahrum kalm\u0131\u015flar hem de \u00f6zel sekt\u00f6r patronlar\u0131, kamunun bir cazibe merkezi olma \u00f6zelli\u011fini eskiye k\u0131yasla yitirmesi nedeniyle, \u00f6zel sekt\u00f6r \u00e7al\u0131\u015fanlar\u0131 \u00fczerinde eskiden uygulamaya koymak bask\u0131s\u0131n\u0131 hissettikleri basit iyile\u015ftirmeleri bile yapmak zorunda hissetmemeye ya da \u00e7ok daha az hissetmeye ba\u015flam\u0131\u015flard\u0131r. \u0130\u015fte bu uygulamaya \u201cG\u00f6\u00e7\u201d Yasas\u0131 denmesinin sebebi tam da budur. Patronlar\u0131n ve gerek sa\u011fdan gerek \u2018sol\u2019dan patron partilerinin s\u00f6zc\u00fclerinin \u201cG\u00f6\u00e7 Yasas\u0131\u2019ndan \u015fikayet edenler ikiy\u00fczl\u00fcl\u00fck yap\u0131yor, as\u0131l zulm\u00fc \u00e7eken \u00f6zel sekt\u00f6r \u00e7al\u0131\u015fanlar\u0131, as\u0131l onlar\u0131n haklar\u0131 arans\u0131n\u201d \u00e7arp\u0131tmalar\u0131n\u0131n g\u00f6zlerden saklad\u0131\u011f\u0131 \u015fey \u015fudur: Kamuda maa\u015flar ve haklar geriledik\u00e7e bu, do\u011frudan \u00f6zel sekt\u00f6re de geriletici bir bi\u00e7imde yans\u0131yacak ve -kamuda personel say\u0131lar\u0131nda azalt\u0131lmalara gidilmesiyle birlikte- kamuya girme umudunu iyice yitirmi\u015f \u00f6zel sekt\u00f6r \u00e7al\u0131\u015fanlar\u0131 kendi i\u015fyerlerinde de haklar\u0131n\u0131n, maa\u015flar\u0131n\u0131n iyile\u015fme \u015fans\u0131n\u0131 kaybetti\u011fini g\u00f6recekler b\u00f6ylece g\u00f6\u00e7\u00fc de daha \u00e7ok d\u00fc\u015f\u00fcnecekler. \u015eu anda olmakta olan, tam da budur.<\/p>\n<p>Kamuda \u00f6rg\u00fctl\u00fc sendikalar, G\u00f6\u00e7 Yasas\u0131\u2019na kar\u015f\u0131 m\u00fccadele vermekte ancak bu m\u00fccadelenin perspektifini dar tutarak, kitleselle\u015ftirmek i\u00e7in gereken ara\u00e7lar\u0131 yaratamamaktad\u0131r. Sadece bu yasadan ma\u011fdur olanlar\u0131 de\u011fil esnaf\u0131ndan \u00f6zel sekt\u00f6r \u00e7al\u0131\u015fan\u0131na eski kamu emek\u00e7isinden yeni kamu emek\u00e7isine kadar t\u00fcm halk\u0131 etkileyen G\u00f6\u00e7 Yasas\u0131\u2019na kar\u015f\u0131, birle\u015ftirici, topyek\u00fcn bir m\u00fccadelenin y\u00fckseltilmesi gerekmektedir.<\/p>\n<p>K\u0131br\u0131sl\u0131 T\u00fcrk halk\u0131, tarihi boyunca, g\u00f6\u00e7 olgusunun yas\u0131n\u0131, gerek siyasi gerek ekonomik anlamda hep s\u0131rt\u0131nda bir y\u00fck olarak ta\u015f\u0131m\u0131\u015ft\u0131r. Bu y\u00fcke eklenen en son a\u011f\u0131rl\u0131k da, G\u00f6\u00e7 Yasas\u0131\u2019d\u0131r.
