Hayvanlar\u0131n do\u011fal ya\u015fam ortamlar\u0131 bozuluyor ya da tamam\u0131yla yok oluyor. Enerji \u00fcretmek amac\u0131yla do\u011fa dostu alternatifleri yerine halen daha baz\u0131 \u00fclkeler taraf\u0131ndan tercih edilen n\u00fckleer santrallerin, faaliyetleri sonucunda kuruldu\u011fu b\u00f6lgedeki suyun \u0131s\u0131 derecesini artt\u0131rd\u0131\u011f\u0131 ve o suda ya\u015fayan canl\u0131lar i\u00e7in hayati bir tehlike olu\u015fturdu\u011fu bilimsel bir ger\u00e7ek. Ya\u011fmur ormanlar\u0131 son y\u0131llarda palm ya\u011f\u0131 gibi \u00fcr\u00fcnlerin elde edilmesi i\u00e7in \u015firketlerin sald\u0131r\u0131s\u0131na u\u011fram\u0131\u015f ve bu sald\u0131r\u0131 b\u00f6lgede ya\u015fayan hayvanlar\u0131n \u00f6l\u00fcmlerine yol a\u00e7m\u0131\u015ft\u0131r. Bu \u015firketlerin yaratt\u0131klar\u0131 emek s\u00f6m\u00fcr\u00fcs\u00fcn\u00fc tahmin etmek ise hi\u00e7 de zor de\u011fil. Bu sebeplerden \u00f6t\u00fcr\u00fcd\u00fcr ki bu s\u00f6m\u00fcr\u00fc d\u00fczenine kar\u015f\u0131 verece\u011fimiz m\u00fccadele ekolojik dengenin devaml\u0131l\u0131\u011f\u0131n\u0131 ve hayvanlar\u0131n ya\u015fam haklar\u0131n\u0131 da savunmal\u0131d\u0131r.<\/p>\n<p>Hayvanlar, insanlar\u0131n \u00fczerlerinde hakimiyet kurabilecekleri ve her istediklerini yapt\u0131rabilecekleri canl\u0131lar de\u011fil bu d\u00fcnyan\u0131n sahipleridirler de. Sa\u011fl\u0131k, bar\u0131nma, beslenme gibi haklar\u0131 vard\u0131r. Burada s\u00f6z konusu olan sadece k\u00f6pekler, kediler ya da sevimli hayvanlar de\u011fil b\u00fct\u00fcn hayvanlard\u0131r. Son d\u00f6nemlerde, hayvan dostlar\u0131m\u0131z\u0131n huzurlu ve sa\u011fl\u0131kl\u0131 bir ya\u015fam s\u00fcrmelerini ama\u00e7layan ama bir yandan da etik ve yasal \u00e7er\u00e7eveyle s\u0131n\u0131rlanan, ve hayvanlar\u0131n kullan\u0131lmas\u0131n\u0131 da i\u00e7eren \u201chayvan refah\u0131\u201d fikri, ak\u0131m\u0131 yayg\u0131nla\u015ft\u0131. Oysa insanlar\u0131n keyiflerine g\u00f6re hayvanlar\u0131 kullanabilmesi hayvan haklar\u0131n\u0131 savunmak de\u011fil kendi \u00e7\u0131karlar\u0131m\u0131z do\u011frultusunda bu haklar\u0131 \u015fekillendirmek olur. Hayvan haklar\u0131 savunucular\u0131n\u0131n u\u011fruna m\u00fccadele etti\u011fi hayvan \u00f6zg\u00fcrl\u00fc\u011f\u00fc fikri ise insanlar\u0131n hayvanlar \u00fczerindeki bask\u0131s\u0131n\u0131 ve kontrol\u00fcn\u00fc ortadan kald\u0131rmay\u0131 ama\u00e7lar.<\/p>\n<p>\u00dclkemizdeki duruma bakt\u0131\u011f\u0131m\u0131zda sokak hayvanlar\u0131n\u0131n, duyarl\u0131 vatanda\u015flar\u0131n ve \u00f6rg\u00fctlerin y\u00fcr\u00fctt\u00fckleri m\u00fccadelelere ra\u011fmen zor ko\u015fullarda ya\u015fad\u0131\u011f\u0131n\u0131; yeterli say\u0131da bar\u0131na\u011f\u0131n olmamas\u0131, var olan bar\u0131naklar\u0131n sa\u011fl\u0131k ve beslenme gibi hizmet eksiklikleri bir yanda dursun bu hayvanlar\u0131n as\u0131l ya\u015fam yerleri olan sokaklar\u0131n belediyeler ve yerel y\u00f6netimler taraf\u0131ndan ya\u015fanabilir k\u0131l\u0131nmad\u0131\u011f\u0131n\u0131; do\u011fada ya\u015fayan hayvanlar\u0131n av \u201csporu\u201d i\u00e7in katledildi\u011fini, \u00e7\u0131kan orman yang\u0131nlar\u0131 sonucu ya\u015fam ortamlar\u0131n\u0131n yok oldu\u011funu g\u00f6r\u00fcyoruz. Durum bu olunca hayvanlar\u0131n ya\u015famlar\u0131 ve s\u0131k\u0131nt\u0131lar\u0131 toplum i\u00e7erisinde bir tart\u0131\u015fma ve m\u00fccadele alan\u0131 olu\u015fturuyor.<\/p>\n<p>2013 y\u0131l\u0131nda Meclisten ge\u00e7en AB kriterlerine uygun Hayvan Refah\u0131 Yasas\u0131 hayvanlar\u0131n hayatlar\u0131n\u0131 yasalar \u00e7er\u00e7evesinde k\u0131smi \u201c\u00f6zg\u00fcrl\u00fcklerle\u201d s\u0131n\u0131rland\u0131r\u0131yor. Hayvanlar \u00fczerinde deney yapmak bu yasaya g\u00f6re m\u00fcmk\u00fcn ve \u00fclkemizde yasal iznini dahi almadan hayvan deneyleri yapan \u00fcniversite bile bulunmakta. Hayvan deneylerinin yerini alabilecek bir s\u00fcr\u00fc alternatif metod bulunmaktad\u0131r. Bilgisayar sim\u00fclasyonlar\u0131, k\u00f6k h\u00fccre y\u00f6ntemi, kadavralar\u0131n kullan\u0131lmas\u0131, mikrodoz gibi y\u00f6ntemler, \u00a0hayvanlar\u0131 kullanmadan deney yap\u0131lmas\u0131n\u0131 sa\u011flayan y\u00f6ntemler aras\u0131ndad\u0131r.(1)<\/p>\n<p>Yasan\u0131n s\u0131k\u0131nt\u0131l\u0131 yanlar\u0131ndan biri de hayvanlar\u0131n zevk ve kumar i\u00e7in yar\u0131\u015ft\u0131r\u0131labilmesine izin verilmesidir. Hayvanlar\u0131n keyfi bir \u015fekilde para i\u00e7in birbirleriyle yar\u0131\u015ft\u0131r\u0131lmalar\u0131, b\u0131rak\u0131n \u00f6zg\u00fcrle\u015fmeyi yasan\u0131n ad\u0131nda ge\u00e7en refah mant\u0131\u011f\u0131yla bile \u00e7eli\u015fmektedir. Bir canl\u0131n\u0131n ba\u015fka bir canl\u0131n\u0131n e\u011flencesi i\u00e7in kullan\u0131lmas\u0131 o canl\u0131 i\u00e7in huzurun ve rahatl\u0131\u011f\u0131n olmad\u0131\u011f\u0131 anlam\u0131na gelir. Yasan\u0131n i\u00e7erdi\u011fi maddelere uymayan ki\u015filere kesilen cezalar ise para cezalar\u0131d\u0131r. Paras\u0131n\u0131 \u00f6deyen yasaya uymay\u0131p istedi\u011fi canl\u0131ya istedi\u011fi muamelede bulunabilecektir. Bu keyfi muamelenin olmas\u0131n\u0131 engellemek i\u00e7in cezalar\u0131n \u0131slah edici olmas\u0131 gereklidir. Bunun yolu da para cezas\u0131 yerine kamu hizmeti ad\u0131 alt\u0131nda hayvanlara ve \u00e7evreye faydas\u0131 olacak cezalar\u0131n uygulanmas\u0131 olacakt\u0131r.<\/p>\n<p>Bir yasan\u0131n ya da fikrin AB kriterlerine uyuyor olmas\u0131 o yasay\u0131 ilgilendirenlerin tamam\u0131yla faydas\u0131na olaca\u011f\u0131 anlam\u0131na gelmez. \u00dclkemizde hayvan haklar\u0131 alan\u0131nda m\u00fccadele eden \u00f6rg\u00fctlerden ve aktivistlerden Olu\u015fan K\u0131br\u0131s D\u00fcnya Yaln\u0131z Bizim De\u011fil Hareketi, Hayvan Refah\u0131 Yasas\u0131\u2019n\u0131n iyile\u015ftirilmesi ad\u0131na Meclise Hayvan Refah\u0131 (De\u011fi\u015fiklik) Yasas\u0131\u2019n\u0131 sunmu\u015ftur. (2) \u00dclkemizde de olan hayvan refah\u0131 mant\u0131\u011f\u0131, hayvanlar\u0131 insana ait bir mal gibi g\u00f6rd\u00fck\u00e7e ger\u00e7ek bir hayvan \u00f6zg\u00fcrle\u015fmesine hizmet etmeyecektir.
