Herhangi bir \u015feye \u201csiyaset bula\u015ft\u0131rmamak\u201d \u00f6ylesine yayg\u0131n kabul g\u00f6ren bir kli\u015fe haline gelmi\u015f ki; milletvekillerinin muhataplar\u0131n\u0131 \u201csiyasi\u201d olmakla ele\u015ftirdi\u011fine bile tan\u0131k oluyoruz.<\/p>\n<p>Merkez bankalar\u0131n\u0131n gelen giden h\u00fck\u00fcmetlerden ba\u011f\u0131ms\u0131z olmas\u0131 gerekti\u011fi, teknokratlar\u0131n y\u00f6netiminde hareket etmesi gerekti\u011fi konusunda geni\u015f bir mutabakat vard\u0131r. Veya se\u00e7ilmi\u015f h\u00fck\u00fcmetlerin; kendi bakanlar\u0131n\u0131 siyasal kadrolar\u0131 aras\u0131ndan de\u011fil teknokratlardan olu\u015fturmas\u0131 beklentisi gayet normal kabul ediliyor.<\/p>\n<p>Peki nedir bu siyaset ki, ne sanatta, ne sporda, ne e\u011fitimde, ne ekonomide istenmektedir? Nedir bu siyaset ki, siyasette dahi istenmemektedir!<\/p>\n<p><b>Siyaset nedir?<\/b><\/p>\n<p>S\u00f6zl\u00fck anlam\u0131yla siyaset; \u201cdevlet i\u015flerini d\u00fczenleme ve y\u00fcr\u00fctme sanat\u0131yla ilgili \u00f6zel g\u00f6r\u00fc\u015f veya anlay\u0131\u015f\u201d, \u201cdavran\u0131\u015f bi\u00e7imi\u201d, \u201cd\u00fc\u015f\u00fcnce yap\u0131s\u0131\u201d, \u201cy\u00f6netmek\u201d anlam\u0131na gelmektedir. Siyaset kelimesi Arap\u00e7a \u201cseyis\u201dten t\u00fcremi\u015f ve Yunanca politika kelimesi ile e\u015f anlaml\u0131d\u0131r. Politika da Yunanca\u2019da \u201cvatanda\u015flara dair olan\u201d demektir.<\/p>\n<p>G\u00f6r\u00fcld\u00fc\u011f\u00fc gibi \u201csiyaset\u201d veya \u201cpolitika\u201d; bir \u2018fikir\u2019 sahibi olmak, bir \u2018davran\u0131\u015f\u2019 tarz\u0131n\u0131 benimsemek ve olgular\u0131 bu fikir ve davran\u0131\u015flar do\u011frultusunda \u2018y\u00f6netmek\u2019 anlam\u0131na gelir. K\u0131sacas\u0131 siyaset, ki\u015filerin kendi ya\u015famlar\u0131n\u0131 etkileyen olgular\u0131, teker teker veya kolektif olarak y\u00f6netmesidemektir.<\/p>\n<p>Bu tan\u0131m \u0131\u015f\u0131\u011f\u0131nda, \u00f6rne\u011fin e\u011fitim alan\u0131nda onlarca farkl\u0131 siyasal bak\u0131\u015f a\u00e7\u0131s\u0131 olabilir.M\u00fcfredat\u0131n i\u00e7eri\u011fine, \u00f6\u011frenci-\u00f6\u011fretmen ili\u015fkilerine, ailelerin e\u011fitimdeki a\u011f\u0131rl\u0131\u011f\u0131na, e\u011fitimin kamusal veya \u00f6zel olup olmamas\u0131na hatta bir e\u011fitim sistemi olmas\u0131 gerekip gerekmedi\u011fine kadar onlarca farkl\u0131 fikir \u00fcretmek m\u00fcmk\u00fcnd\u00fcr. Benzer yakla\u015f\u0131mlar sanat i\u00e7in de, spor i\u00e7in de geli\u015ftirilebilir.<\/p>\n<p>Bunlar aras\u0131nda en \u201csiyasetten uzak\u201d kabul edilen spordan biraz bahsedelim: Farkl\u0131 renkteki insanlar\u0131n spor m\u00fcsabakalar\u0131na kat\u0131l\u0131m hakk\u0131, kad\u0131nlar\u0131n profesyonel sporlardaki mevcudiyeti, sporun g\u00fcnl\u00fck ya\u015fam\u0131n bir par\u00e7as\u0131 k\u0131l\u0131nmas\u0131, gen\u00e7lerin kendilerine uygun alanlardaki geli\u015fimi i\u00e7in yayg\u0131n bir planlama, sporcular\u0131n kendileri i\u00e7in gerekli aletlere eri\u015fiminin kamusal politikalarla kolayla\u015ft\u0131r\u0131lmas\u0131, rekabet k\u00fclt\u00fcr\u00fcn\u00fcn spordaki yeri gibi konular, siyasal konulard\u0131r. Yani ne e\u011fitim, ne spor siyasetten ar\u0131nd\u0131r\u0131lm\u0131\u015f bir \u015fekilde d\u00fc\u015f\u00fcn\u00fclebilir. Asl\u0131nda siyaset, kendi ya\u015fam\u0131m\u0131z\u0131 bizim y\u00f6netmemiz ve nas\u0131l y\u00f6netece\u011fimize dair fikir sahibi olmam\u0131z anlam\u0131na geldi\u011fi i\u00e7in; ya\u015fam\u0131n hi\u00e7bir alan\u0131 siyasetten ayr\u0131 d\u00fc\u015f\u00fcn\u00fclemez.<\/p>\n<p>Zaten kendi hayat\u0131m\u0131zla ilgili ne yapaca\u011f\u0131m\u0131za dair bizim fikrimiz yoksa; ba\u015fkalar\u0131n\u0131n bizim hayat\u0131m\u0131zla ilgili fikirlerine tabi olmaktan ba\u015fka \u015fans\u0131m\u0131z kalmaz. Bu y\u00fczden hayat\u0131m\u0131z\u0131 siyasetten ar\u0131nd\u0131rmam\u0131za, \u201chayata siyaset kar\u0131\u015ft\u0131rmamam\u0131za\u201d y\u00f6nelik \u00e7a\u011fr\u0131; bug\u00fcne kadar geli\u015ftirilmi\u015f en sinsi, ama ayn\u0131 zamanda da en siyasal \u00e7a\u011fr\u0131d\u0131r. \u00c7\u00fcnk\u00fc hayat\u0131m\u0131z\u0131 biz y\u00f6netmezsek, ba\u015fkalar\u0131 bizi y\u00f6netecektir.<\/p>\n<p>Peki nas\u0131l oldu da t\u00fcm bu ger\u00e7eklere ra\u011fmen \u00e7a\u011f\u0131m\u0131zda siyaset g\u00f6zden d\u00fc\u015ft\u00fc, \u201csiyaset kar\u0131\u015ft\u0131rmayal\u0131m\u201d siyaseti yayg\u0131n kabul g\u00f6ren bir hale b\u00fcr\u00fcnd\u00fc?<\/p>\n<p><b>Siyaset nas\u0131l g\u00f6zden d\u00fc\u015ft\u00fc?<\/b><\/p>\n<p>Bu sorunun \u00e7ok boyutlu yan\u0131tlar\u0131 i\u00e7inden burada iki temel noktaya odaklanaca\u011f\u0131z:<\/p>\n<p>Birincisi, kapitalizm ile ilgilidir. Siyasetin g\u00f6zden d\u00fc\u015f\u00fc\u015f\u00fc, kapitalizmin insanl\u0131k g\u00fcndemine giri\u015fi ile paralel bir seyir izlemi\u015ftir. Kapitalizm \u00f6ncelikle ve temel olarak ekonomik bir ili\u015fki oldu\u011fundan, sonradan sanata, spora, e\u011fitime ve hatta siyasete kadar uzanacak \u2018siyasetinin\u2019 k\u00f6keni de burada g\u00f6r\u00fclebilir. Liberal d\u00fc\u015f\u00fcncenin ament\u00fcs\u00fc, <b>\u201c<strong><i>Laissez Faire Laissez Passer<\/i><\/strong><strong>&#8211; <\/strong><\/b>b\u0131rak\u0131n\u0131z yaps\u0131nlar, b\u0131rak\u0131n\u0131z ge\u00e7sinler\u201d d\u00fc\u015f\u00fcncesine g\u00f6re; piyasa kendi i\u00e7 i\u015fleyi\u015fine b\u0131rak\u0131ld\u0131\u011f\u0131 ve bu i\u015fleyi\u015fe d\u0131\u015ftan bir m\u00fcdahale yap\u0131lmad\u0131\u011f\u0131 takdirde toplum i\u00e7in en olumu sonu\u00e7lar kendili\u011finden olu\u015facakt\u0131r. Buna yayg\u0131n bir deyi\u015fle \u201cpiyasan\u0131n g\u00f6r\u00fcnmeyen elleri\u201d de denilmekte, piyasan\u0131n kendi kendini d\u00fczenleyece\u011fi iddia edilmektedir. Bu g\u00f6r\u00fc\u015f, sendikal \u00f6rg\u00fctlenmeyi, i\u015f\u00e7iler i\u00e7in asgari \u00fccret belirlenmesini, \u00e7al\u0131\u015fma s\u00fcresinin k\u0131s\u0131tlanmas\u0131n\u0131, vergileri k\u0131sacas\u0131 akl\u0131n\u0131za gelebilecek her t\u00fcrl\u00fc y\u00f6netsel karar\u0131, piyasaya m\u00fcdahale olarak kabul eder. Bunun ekonominin siyasetten ar\u0131nd\u0131r\u0131lmas\u0131 k\u0131l\u0131f\u0131nda, ekonomiyi patronlar\u0131n s\u0131n\u0131rs\u0131z egemenli\u011fine terk etmek demek oldu\u011fu ise a\u00e7\u0131kt\u0131r. \u0130\u015fte siyaset kar\u015f\u0131tl\u0131\u011f\u0131, temeli ekonomide yatan ve sonradan hayat\u0131n her alan\u0131na ve en sonunda da siyasete kadar varm\u0131\u015f olan bu kaynaktan beslenir.<\/p>\n<p>Patronlar\u0131n siyaset kar\u015f\u0131tl\u0131\u011f\u0131n\u0131n, her alanda kendi siyasetlerinin egemen k\u0131l\u0131nmas\u0131 amac\u0131yla kurgulanm\u0131\u015f \u2018sinsi bir siyaset\u2019 olmas\u0131 anla\u015f\u0131labilirdir ama peki nas\u0131l olmu\u015ftur da halk\u0131n g\u00f6z\u00fcnde de siyaset g\u00f6zden d\u00fc\u015fm\u00fc\u015ft\u00fcr? Bu da bizi ikinci noktaya getiriyor:<\/p>\n<p>\u00c7a\u011flar boyunca siyaset, farkl\u0131 politik programlara sahip kesimler aras\u0131ndaki bir m\u00fccadele \u015feklinde ya\u015fand\u0131. Ama kapitalist toplumsal yap\u0131 ile birlikte ortaya \u00e7\u0131kan emek\u00e7i s\u0131n\u0131flar\u0131n,tarih sahnesine \u00e7\u0131kt\u0131\u011f\u0131 ana kadar; bu m\u00fccadele hep egemen s\u0131n\u0131f\u0131n farkl\u0131 fraksiyonlar\u0131 aras\u0131nda y\u00fcr\u00fct\u00fclen bir s\u00fcre\u00e7ti.<\/p>\n<p>Egemen s\u0131n\u0131flar aras\u0131nda y\u00fcr\u00fct\u00fclen siyasal s\u00fcre\u00e7ler ise m\u00fccadele boyutunu i\u00e7erdi\u011fi oranda uzla\u015fma boyutunu da i\u00e7erir. Bu halen de b\u00f6yledir; egemenler aras\u0131 siyasal kar\u015f\u0131tl\u0131klar uzla\u015fmaz \u00e7eli\u015fki i\u00e7ermedi\u011finden, farkl\u0131 siyasal fraksiyonlar son tahlilde uzla\u015farak ortak zarardan ka\u00e7\u0131n\u0131r. Bu da siyasetin bir \u201cal ver\u201d ili\u015fkisine indirgenmesi anlam\u0131na gelmektedir. G\u00fcn\u00fcm\u00fczde, emek\u00e7i s\u0131n\u0131flar ad\u0131na siyaset yapt\u0131\u011f\u0131n\u0131 iddia edenlerin, egemenler ile emek\u00e7iler aras\u0131ndaki uzla\u015fmaz kar\u015f\u0131tl\u0131klar\u0131 g\u00f6rmezden gelerek uzla\u015fma k\u00fclt\u00fcr\u00fcn\u00fc temel almas\u0131 ise halk\u0131n g\u00f6z\u00fcnde siyasetin itibar yitimine u\u011framas\u0131na neden olmaktad\u0131r. Siyasetin itibar yitimine u\u011framas\u0131 ise en temelde halk\u0131n \u00f6zne olma m\u00fccadelesine zarar verdi\u011fi i\u00e7in egemenlerin tercih edece\u011fi bir \u015feydir: \u201cB\u0131rak\u0131n\u0131z yaps\u0131nlar!\u201d<\/p>\n<p><b>Ne yapmal\u0131?<\/b><\/p>\n<p>Son zamanlarda daha s\u0131k duymaya ba\u015flad\u0131\u011f\u0131m\u0131z, siyaset kar\u015f\u0131t\u0131 arg\u00fcmanlar ve teknokrat h\u00fck\u00fcmet kurulmas\u0131 talepleri \u00e7\u00f6z\u00fcm de\u011fil, egemenlerin siyasetinin temelidir. Teknokrat h\u00fck\u00fcmet veya \u201cfilozof despot\u201d yakla\u015f\u0131m\u0131; ya\u015fam\u0131n evrensel do\u011frular\u0131n uygulanmas\u0131 ile g\u00fczelle\u015febilece\u011fini, bunun da teknik bilgi ve ayd\u0131nlanm\u0131\u015f ki\u015fili\u011fi ile uzmanlarca y\u00fcr\u00fct\u00fclebilece\u011fini var sayar. Giderek y\u00fckselen uzman feti\u015fizmi de bunun \u00fcr\u00fcn\u00fcd\u00fcr.<\/p>\n<p>Oysa ya\u015famda evrensel do\u011frular yoktur. Farkl\u0131 s\u0131n\u0131flar\u0131n farkl\u0131 ve uzla\u015fmaz \u00e7\u0131karlar\u0131 vard\u0131r. Her alanda tutulabilecek ve her biri farkl\u0131 s\u0131n\u0131flar\u0131n ya\u015fam\u0131n\u0131 iyile\u015ftirecek farkl\u0131 siyasal yollar vard\u0131r.
