Daha \u00e7ok emirnameler, sermaye kesimlerinin kalemiyle haz\u0131rlanan imar planlar\u0131, pe\u015fke\u015f \u00e7ekilen araziler, planlanamayan, hasarl\u0131 ana ve tali oto yollar, ye\u015fil alan hassasiyetinden uzak yap\u0131la\u015fma, s\u0131k\u0131\u015fan trafik, \u00e7\u00f6z\u00fclemeyen e\u011fitim ve sa\u011fl\u0131k sorunlar\u0131 gibi kamp\u00fcs ve yollar\u0131 \u015fantiye alan\u0131na d\u00f6nen \u015fehirler ve gece yar\u0131s\u0131 operasyonlar\u0131 geliyor.<br \/>\n<b>\u201cOperasyon\u201d derken?<\/b><\/p>\n<p>Bu sat\u0131rlar\u0131n kaleme al\u0131nd\u0131\u011f\u0131 g\u00fcnlerde Gazima\u011fusa, \u0130skele, Yenibo\u011fazi\u00e7i B\u00f6lgesi 2\u2019nci Emirnamesi\u2019ne y\u00f6nelik bir gece yar\u0131s\u0131 operasyonu ger\u00e7ekle\u015fti. Bir sabah emirnamenin y\u00fcr\u00fcrl\u00fckten kald\u0131r\u0131lmas\u0131 haberi ile uyand\u0131k. Ba\u015fta \u015eehir Planlama Dairesi olmak \u00fczere, h\u00fck\u00fcmet ve sermaye kesimlerinin i\u015fbirli\u011fi ile b\u00f6lge, sermayenin eline teslim edildi. Yani Ciklos olarak adland\u0131r\u0131lan virajdan Girne\u2019ye do\u011fru inerken g\u00f6r\u00fclen beton y\u0131\u011f\u0131n\u0131, \u201ck\u00f6t\u00fc\u201d manzaran\u0131n bir benzerinin, Gazima\u011fusa, \u0130skele, Yenibo\u011fazi\u00e7i b\u00f6lgesinde de g\u00f6r\u00fclmesinin \u00f6n\u00fc a\u00e7\u0131ld\u0131. Karar gece yar\u0131s\u0131 \u201cjet\u201d h\u0131z\u0131 ile Resmi Gazete\u2019de yay\u0131mland\u0131 ve imar rant\u0131 bekleyen sermaye kesimleri hi\u00e7 vakit kaybetmeden haz\u0131rda beklettikleri devasa projelerini vize i\u015flemleri i\u00e7in s\u0131raya koydu. Yap\u0131lan operasyonu fark eden yap\u0131lar ve halk\u0131n koydu\u011fu itiraz neticesinde konu yarg\u0131ya ta\u015f\u0131nd\u0131. Y\u00fcksek \u0130dare Mahkemesi\u2019nin verdi\u011fi Ara Emri ile 2\u2019inci Emirname\u2019nin kald\u0131r\u0131lmas\u0131 karar\u0131n\u0131n y\u00fcr\u00fcrl\u00fc\u011f\u00fc durduruldu. K\u0131sa bir s\u00fcre \u00f6nce i\u015f \u201cadamlar\u0131na\u201d <i>\u201cne emirname ne imar plan\u0131 biz sizin arkan\u0131zday\u0131z\u201d <\/i>diyen Ersin Tatar\u2019\u0131n hayali \u201c\u015fimdilik\u201d ba\u015far\u0131l\u0131 olmad\u0131. Ancak tehlike devam ediyor. \u00c7\u00fcnk\u00fc ne UBP ve Tatar\u2019\u0131n sermayenin g\u00fcd\u00fcm\u00fcnden \u00e7\u0131kmak gibi bir niyeti var \u00a0ne de s\u00f6zde muhalefet CTP\u2019nin \u201cbeceriksizlik, plans\u0131zl\u0131k, i\u015f bilmezlik\u201d kal\u0131p c\u00fcmlelerinin \u00f6tesine ge\u00e7en ele\u015ftirisi&#8230;<b><\/b><\/p>\n<p><b>Bu, beceriksizlik de\u011fil!<\/b><br \/>\nZaten t\u00fcm bunlar beceriksizlik ile a\u00e7\u0131klanamaz. Bir yanl\u0131\u015f \u0131srarla ve inatla kendini tekrar ediyorsa o art\u0131k yanl\u0131\u015f de\u011fil tercihtir. H\u00fck\u00fcmetin de tercihi yanl\u0131\u015f\u0131 s\u00fcrd\u00fcrmekten yana. <b><\/b><\/p>\n<p>Her y\u0131l Eyl\u00fcl ay\u0131 itibariyle trafikte kaos ya\u015fan\u0131yor. \u00c7\u00fcnk\u00fc bu d\u00f6nemde, hem kamu mesai saatleri de\u011fi\u015fiyor, hem de okullar a\u00e7\u0131l\u0131yor. Bu da ba\u015fta sabah olmak \u00fczere g\u00fcn\u00fcn neredeyse t\u00fcm saatlerinde trafi\u011fin kaos halini almas\u0131na neden oluyor. Yollar\u0131n yo\u011fun ara\u00e7 kalabal\u0131\u011f\u0131na elveri\u015fli olmay\u0131\u015f\u0131, \u00f6\u011frenci ve i\u015f\u00e7i ta\u015f\u0131yan otob\u00fcsleri ayn\u0131 hat i\u00e7erisinde b\u0131rak\u0131yor. Bu da akmayan trafi\u011fe neden oluyor. Haliyle \u00f6fke ya\u015fan\u0131yor ve ba\u015fta yayalar olmak \u00fczere motorsiklet ve bisiklet s\u00fcr\u00fcc\u00fclerine kar\u015f\u0131 tahamm\u00fcls\u00fczl\u00fck art\u0131yor. Dahas\u0131 \u015fantiyeye d\u00f6nen \u015fehir merkezleri, yollara s\u0131\u011fmayan onca araca ra\u011fmen ara\u00e7 ve park yeri sorunu devam ediyor. Yok denecek kadar az olan ye\u015fil alanlar\u0131n bir \u00e7o\u011fu \u00e7\u00f6p yeri olarak kullan\u0131l\u0131yor. Kald\u0131r\u0131mdan ba\u015flayan alt ve \u00fcst yap\u0131 sorunlar\u0131 yolun ortas\u0131na kadar sirayet ediyor. Ayd\u0131nlatma sorunu gibi bir\u00e7ok disiplini i\u00e7eren sorunlara halk maruz kal\u0131yor. T\u00fcm bunlar ve \u00e7ok daha fazlas\u0131 \u201cbeceriksizlik, plans\u0131zl\u0131k, i\u015f bilmezlik\u201d ile a\u00e7\u0131klanamaz. Bu ancak \u015fehir planlama biliminden yoksun hareket eden gelmi\u015f ge\u00e7mi\u015f t\u00fcm h\u00fck\u00fcmetlerin icraatlar\u0131n\u0131n sonucu olarak a\u00e7\u0131klanabilir. Oysa ki \u015fehir planc\u0131l\u0131\u011f\u0131 bilimine s\u0131\u011f\u0131n\u0131p, genel ve yerel y\u00f6netimlerden destek alarak \u00e7arp\u0131k halde ilerleyen \u015fehir geli\u015fim prensipleri yeniden d\u00fczenlenebilir.<br \/>\n<b>Geli\u015fim demi\u015fken&#8230;<\/b><br \/>\nBa\u015fta n\u00fcfus \u00e7al\u0131\u015fmas\u0131 olmak \u00fczere b\u00f6lgenin \u00fcretim aral\u0131\u011f\u0131, mekanlar, mekanlar\u0131n olu\u015fum nedenleri ve hangi amaca cevap verdi\u011fi, fonksiyonu, ekonomik, demografik ve sosyo-k\u00fclt\u00fcrel ve \u00e7evresel dinamikleri, bilimsel \u00f6l\u00e7\u00fctlerle ihtiya\u00e7lar\u0131n sistematikle\u015fmesi gibi \u00f6nemli verilere ula\u015farak \u00f6nlem al\u0131nmas\u0131 acil ihtiya\u00e7 olarak g\u00f6ze \u00e7arp\u0131yor. Devam\u0131nda \u015fehir planlama, \u00e7evre ve yerel y\u00f6netim gibi birbirine ka\u011f\u0131t \u00fczerinde yak\u0131n duran ama pratikte kopuk olan bu ve benzeri disiplinlerin birbirine eklemlenmesi gerekiyor. Bunun yap\u0131labilmesi i\u00e7in de s\u00f6z konusu yap\u0131n\u0131n y\u0131k\u0131larak yeniden kurgulanmas\u0131 gerekir. S\u00f6z konusu yeni kurgu i\u00e7in yerel y\u00f6netimlerin \u015fehir geli\u015fimlerinde bi fiil yer almas\u0131 \u00f6nemli ve gereklidir. Ancak bu \u015fekilde bir kurgu ile Gazima\u011fusa \u0130skele, Yenibo\u011fazi\u00e7i Emirnamesi\u2019nde oldu\u011fu gibi gece yar\u0131s\u0131 operasyonlar\u0131na engel olunabilir pusuda dosya vizelemek i\u00e7in bekleyen sermaye gruplar\u0131n\u0131n \u00f6n\u00fcne ge\u00e7ilebilir. T\u00fcm bunlar elbette yeterli de\u011fildir. Halk\u0131n, ya\u015fad\u0131\u011f\u0131 \u015fehri evi gibi g\u00f6rme duygusuna ihtiyac\u0131 vard\u0131r. Bunun i\u00e7in de halk\u0131n g\u00fcnl\u00fck dertlerinden ba\u015flamak gerekiyor. Halk yola ta\u015fan \u015fantiyelere ceza uygulamas\u0131 yap\u0131ld\u0131\u011f\u0131n\u0131 g\u00f6rmeli, in\u015faatlar yap\u0131l\u0131rken \u00f6nce ye\u015fil alanlar\u0131n dikkate al\u0131nd\u0131\u011f\u0131n\u0131 bilmelidir. B\u00f6lge halk\u0131n\u0131n ye\u015fil alanlar\u0131 \u015fehrin niteli\u011fine g\u00f6re de\u011ferlendirdi\u011fi, bisiklet yollar\u0131n\u0131n ana yollardan ayr\u0131 g\u00fcvenlikli \u015fekilde belirlenip \u015fehirlere entegre edildi\u011fi, toplu ta\u015f\u0131ma ile seyahat edip, \u015fehir veya k\u0131rsal b\u00f6lge fark etmeksizin hi\u00e7bir alt yap\u0131 sorunu ya\u015famad\u0131\u011f\u0131 bir yap\u0131lanmay\u0131 daha \u00e7ok sahiplenece\u011fi a\u015fik\u00e2rd\u0131r. Bunun i\u00e7inde toplumcu, halk\u00e7\u0131 bir anlay\u0131\u015fa ihtiya\u00e7 vard\u0131r.
